Gardner City Council Approves 2027 Budget with Steady Mill Levy

Gardner residents gathered for a spirited two‑hour City Council meeting on Tuesday, Sept. 8, to consider the city’s 2027 budget. Using the standard calculation (home value × 0.115 ÷ 1,000 × 17.814), the average homeowner can expect a property‑tax bill of about $733 for 2027.

Public input and council response

Five residents addressed the council, expressing concern that higher taxes could strain families already feeling the pinch of rising living costs. Gardner resident Bradley Steinmetz warned that “structural increases” were being passed directly onto citizens during a challenging economic climate and announced his intention to run for council in the upcoming election.

Mayor Todd Winters acknowledged the concerns, stating, “No one likes extra taxes, but our responsibility is to take what we feel is the needed, appropriate amount to keep the city functioning the way our citizens want.” Council President Mark Baldwin cited inflation and national monetary policy as drivers of rising costs, a point Steinmetz contested during the second public hearing.

Councilmember Steve McNeer proposed cutting $261,000 from the budget to avoid exceeding the revenue‑neutral rate. His suggestions included eliminating open city positions vacant for over 60 days, delaying a $295,000 dump‑truck purchase, and postponing a $300,000 phone‑system upgrade. Other members raised concerns that some cuts could create larger expenses later or overburden an already stretched staff.

City Administrator Jim Pruetting defended the dump‑truck purchase as a fundamental operational need for the Public Works Department. The council also discussed temporary measures such as closing the community pool for a year or canceling the Independence Day festival to reduce spending.

Johnson County released a new assessed valuation estimate of $388,449,573 for Gardner on June 12, 2026, reflecting a 5.2 % increase and underscoring the city’s continued growth and economic strength. This growth supports the council’s ability to fund services while maintaining a stable tax rate.
