EU Commission to Invite Leading AI Labs for Dialogue on Emerging Risks

In her annual address to the European Parliament in Strasbourg, European Commission President Ursula von der Leyen said the EU will invite the leading frontier artificial‑intelligence laboratories to discuss coordinated efforts to address the risks posed by rapidly advancing AI technologies.

Invitation to the industry’s most advanced labs

Von der Leyen explained that the Commission intends to convene representatives from the world’s most powerful AI developers, including Anthropic and OpenAI, for a focused discussion on how the industry can responsibly pace its own progress. The meeting is meant to complement ongoing EU initiatives that aim to ensure AI systems are safe, transparent and respect fundamental rights.

Recent concerns spark urgency

The call for dialogue follows heightened alarm after Anthropic researcher Jacob Coxon resigned, accusing both Anthropic and OpenAI of racing toward self‑improving superintelligence without adequate safeguards. Coxon, a former OpenAI employee, warned that unchecked development could lead to systems that act beyond human control.

While some researchers advocate slowing development, the Commission’s stance is to foster collaboration rather than impose blanket restrictions. Von der Leyen emphasized that the EU’s newly adopted AI regulations already give Europe a strong framework to shape global standards.

EU AI rules provide a foundation

The landmark AI Act, which came into force earlier this year, classifies high‑risk AI applications and imposes strict conformity assessments, transparency obligations and governance requirements. Von der Leyen argued that these rules position Europe to lead the world in responsible AI deployment and to influence international policy discussions.

Proposed safeguards for children online

In addition to the AI‑lab talks, the President announced a proposal to ban social‑media services for users under the age of 15 unless platforms can demonstrate robust safety measures for minors. The proposal, slated for detailed unveiling on Thursday, reflects the Commission’s broader commitment to protect children from harmful digital content.

What the invitation means for the industry

By bringing together the sector’s most advanced players, the EU hopes to create a forum where best practices can be shared, risk‑mitigation strategies can be coordinated, and regulatory expectations can be clarified. Industry leaders have welcomed the opportunity for constructive engagement, noting that clear guidance can help avoid costly compliance uncertainties.

Stakeholders will also discuss how to align AI development with European values such as privacy, non‑discrimination and human dignity. The Commission expects the dialogue to produce concrete recommendations that can be incorporated into future policy updates.

Looking ahead

The upcoming meeting underscores the EU’s proactive approach to emerging technologies. As AI systems become increasingly capable, the Commission’s invitation signals a willingness to work hand‑in‑hand with innovators while safeguarding public interest. The outcomes of the talks could set a precedent for how governments worldwide engage with the frontier of artificial intelligence.
