Laguna Niguel 12‑year‑old pushes for stricter e‑bike safety rules

Laguna Niguel – A twelve‑year‑old resident is leading a grassroots effort to tighten e‑bike safety rules after witnessing serious crashes among his peers. Alex Guess, who rides an e‑bike himself, says the growing popularity of these vehicles has brought a wave of injuries to local streets, sidewalks and school zones.

Personal motivation and community response

“Two of my friends have gotten into serious e‑bike crashes,” Alex told reporters. He added that most of his classmates own an e‑bike and often ride too fast, ignore traffic rules and take unnecessary risks. “I felt like the thoughts and prayers were not enough. We need actual action,” he said.

Determined to make a difference, Alex launched an online petition this summer calling for five specific safety changes. He has been canvassing door‑to‑door, speaking with residents and gathering signatures. “A lot of people that I’ve talked to, when I go door to door, when I go canvassing, a lot of people support this,” he explained.

Alex has taken his campaign directly to city leaders, appearing at council meetings throughout Orange County. At a recent San Clemente City Council session he asked for a formal resolution supporting e‑bike safety reform across the county. He reports receiving backing from elected officials in Laguna Niguel, Aliso Viejo, Irvine and San Clemente.

His father, Michael Guess, expressed pride in his son’s civic engagement. “To see him go from door to door to speaking at city council meetings, several in our community so far. And it’s just been incredible,” Michael said.

Challenges and next steps

Not everyone is immediately on board. Alex admits that some of his peers were skeptical when he first presented an unrefined version of his proposal in May. “It didn’t go well,” he recalled. Nevertheless, he remains undeterred and is now urging cities to formally endorse his recommendations and asking state lawmakers to allow local jurisdictions to test e‑bike regulations.

Assemblywoman Laurie Davies, who represents South Orange County, met virtually with Alex. Her staff indicated they look forward to working with him on the proposal, signaling potential legislative interest beyond the municipal level.

Why the push matters

E‑bikes offer an environmentally friendly transportation option, but their speed and ease of use can create hazards for younger riders who may lack experience. By advocating for clearer rules, designated riding areas and stricter enforcement, Alex hopes to protect his friends and future generations while preserving the benefits of e‑bike mobility.

The petition and community support illustrate how even the youngest citizens can influence public policy when they combine personal experience with respectful advocacy. Local officials are now reviewing the proposed measures, and the outcome could set a precedent for other Orange County cities grappling with similar safety concerns.
