Key Milestones in the Rise and Decline of ISIS

Origins and Early Growth

2004 – Abu Musab al‑Zarqawi creates al Qaeda in Iraq (AQI).
2006 – Under Zarqawi, AQI attempts to spark sectarian conflict against the majority Shia population.
June 7 2006 – Zarqawi is killed in a U.S. strike; Abu Ayyub al‑Masri assumes leadership.
October 2006 – Masri announces the formation of the Islamic State of Iraq (ISI) and appoints Abu Omar al‑Baghdadi as its head.

Transition to a Caliphate

April 2010 – Abu Bakr al‑Baghdadi becomes ISI leader after a joint U.S.–Iraqi operation kills Masri and al‑Baghdadi.
April 2013 – ISI absorbs the al‑Nusra Front in Syria, rebranding as the Islamic State in Iraq and the Levant (ISIL or ISIS).
June 29 2014 – ISIS declares a caliphate, naming Baghdadi its supreme leader over an estimated 1.5 billion Muslims and changing its name to the Islamic State (IS).

Territorial Expansion and Atrocities

January 2014 – ISIS captures Fallujah.
June 9‑11 2014 – Mosul and Tikrit fall under ISIS control.
July 2014 – ISIS seizes Syria’s largest oilfield and a gas field in Homs, funding its operations through oil revenue, taxes, extortion, and smuggling.
August 6 2014 – Fighters attack Sinjar, trapping thousands of Yazidi families; reports emerge of mass killings, forced conversions, and slavery.
August 19 2014 – ISIS releases a video of the beheading of U.S. journalist James Foley; similar executions of other Western hostages follow throughout 2014‑2015.

International Response

June 30 2014 – The Pentagon adds 300 U.S. troops to Iraq, bringing the total to nearly 800, to support Iraqi forces and protect U.S. assets.
August 8 2014 – U.S. jet fighters strike ISIS artillery in Iraq after President Barack Obama authorizes targeted airstrikes to protect U.S. personnel and prevent genocide of minorities.
September 23 2014 – The United States conducts its first airstrikes against ISIS.
January 22 2015 – Coalition airstrikes are reported to have killed an estimated 6,000 ISIS fighters.
February 11 2015 – President Obama asks Congress to formally authorize the use of military force against ISIS.

Leadership Changes and Decline

August 3 2023 – Abu Hafs al‑Hashimi al‑Qurayshi assumes leadership after the death of Abu al‑Husain al‑Husaini al‑Quraishi in 2023.
May 16 2015 – A senior ISIS commander is killed in a U.S. Special Operations raid in Syria.
Throughout 2015 – Iraqi and Syrian forces, backed by coalition airpower, recapture key cities such as Tikrit and Mosul, severely degrading ISIS’s territorial hold.

Current Status

While ISIS no longer controls significant territory, it continues to inspire lone‑wolf attacks and maintains a network of affiliates in Africa and the Middle East. Ongoing intelligence and law‑enforcement cooperation remain essential to counter its extremist ideology and prevent future violence.
