Palm Beach County pushes for tighter animal‑breeding regulations at public hearing

Palm Beach County residents gathered Wednesday night for a public comment hearing hosted by the County Animal Care and Control department. The meeting was intended to share updates to a draft ordinance that would tighten oversight of hobby breeders and curb what participants described as backyard breeding practices.

Community voices call for stronger accountability

“What a lot of people are here for is the breeding aspect of it, the laws that regulate the oversight, but we just need accountability,” said Melody Atkinson, a volunteer with South Florida Mutt Rescue. Atkinson and other animal‑welfare advocates argued that the county needs clearer rules to protect dogs from poor breeding practices.

Mobile groomer Lacey Camacho echoed the sentiment, noting, “I would just love for it to be a little more regulated so there’s a lot more health testing behind it. As a groomer, I see a lot of dogs out here that are poorly bred.”

Proposed changes to the draft ordinance

Animal Care and Control presented several revisions. One change would redefine the term “illegal breeder” to exclude unintended breeding if the owner notifies the department within 30 days. Another revision would delete the current limitation of one hobby‑breeder permit per parcel, a move that some attendees feared could enable larger‑scale operations.

Attendees stressed that the county is facing a crisis of unregulated breeding. “We are in such a crisis that we need laws to strengthen accountability to hold everyone responsible when they do things that they shouldn’t be doing, if they harm an animal,” Atkinson said.

Rescue worker Jessica Chacon added, “If we make it harder, including inspection, including charging fees, requiring licenses, and things like that, we can make it harder and people won’t be so ballsy, like putting up signs and putting up Craigslist posts to basically advertise these dogs freely without any restrictions.”

Next steps for the ordinance

Animal Care and Control Director Jan Steele encouraged anyone unable to attend to submit additional comments by next Wednesday, Sept. 16. The updated draft will be returned to the Palm Beach County Board of Commissioners on Nov. 17 for further review, with a final vote scheduled for a later date.

The hearing follows a recent vote by county commissioners to delay a previous rewrite of the ordinance after licensed hobby breeders raised concerns about potential impacts on their operations. The current revisions aim to balance the concerns of responsible breeders with the community’s demand for stronger animal‑protection measures.

Many of the speakers represent families who have adopted rescued dogs or work daily with animals.
