25 Years After 9/11, Philly‑Area First Responders Emphasize New Training and Technology

Twenty‑five years after the Sept. 11 terrorist attacks, emergency‑response agencies in the Philadelphia region are highlighting how that tragedy reshaped their training, equipment and coordination. At the Cherry Hill Fire Department’s Central Command in Camden County, officials regularly conduct joint drills for structural‑collapse rescues, a capability that did not exist before 9/11.

Enhanced Training and Specialized Gear

“New York, Philly, they all had collapse training. Cherry Hill, we didn’t have any of that before 9/11,” said Lt. Sean Carlin of the Cherry Hill Fire Department. Since then, crews have adopted respiratory protection and portable aluminum struts that help stabilize damaged buildings and vehicles during rescue operations.

Fire Captain Michael LaBarr of the City of Camden added that newer search‑and‑rescue cameras and ground sensors allow teams to hear victims speaking from beneath rubble, dramatically speeding victim location and recovery.

Police Adaptations and Fusion Center Collaboration

The Philadelphia Police Department’s Homeland Security unit, created in 2001 and now known as the Tactical Support Bureau, trains officers for chemical, biological and other emerging threats. “We have more technology than we had before 9/11,” said Derrick Wood, chief of Penn Police and former Philadelphia police inspector. “We also train in trauma‑informed response and mental‑health awareness.”

Wood highlighted the Delaware Valley Intelligence Center (DIVIC), a fusion center that brings together federal, state and local agencies to share intelligence and discuss potential threats. The center meets monthly, fostering the kind of inter‑agency cooperation that was lacking before the attacks.

Community Impact

Officials say the cumulative effect of these changes is a more resilient emergency‑response system that can address both visible threats and less obvious challenges such as mental‑health crises and retail theft. Increased patrols and security measures around high‑profile sites further demonstrate the region’s commitment to public safety.

As the 25th anniversary of Sept. 11 passes, the Philadelphia‑area emergency community continues to apply the hard‑won lessons of that day, ensuring that first responders are better prepared to protect families and neighborhoods across the region.
