Congo Moves to Centralize Geological Data, Boosting State Role in Mining

Kinshasa is taking decisive steps to tighten state control over the geological data that underpins billions of dollars in mining exploration in the Democratic Republic of Congo. The government’s new national geological databank will consolidate mapping, airborne surveys and historic archives, creating a strategic asset that it plans to manage directly.

Mapping effort gains momentum

The initiative accelerated this year after a $180 million contract with Spain’s Xcalibur, a global geodata specialist, began in January. Director‑General of the National Geological Survey of Congo (SGNC), Raoul Wazenga Vitima, said the project will cover more than 700,000 square kilometres using airborne geophysics, digitised records and advanced analytics. The goal is to have the databank fully operational by the end of 2026.

State‑run, fee‑based access

Unlike major mining jurisdictions such as Australia, Congo will keep access to the databank in state hands and will charge for certain datasets. Basic geological information will remain free, while more sensitive data will be fee‑based, with revenues earmarked for continued exploration and mapping. Vitima emphasized that the data constitute a “strategic asset of the Congolese state.”

Strategic motivations

Officials argue the move will diversify the investor base, protect strategic interests and improve negotiating power. By controlling the flow of geological intelligence, Kinshasa hopes to steer capital toward new deposits of copper, cobalt, lithium, tantalum and gold, and reduce the informational advantage of established operators.

International context

The effort comes amid intensifying U.S.–China competition for critical minerals. Both powers have separate agreements with Kinshasa, but Vitima stressed that the databank will apply the same rules to all companies, regardless of origin. Congo’s approach mirrors similar moves by Canada and Saudi Arabia, which are also consolidating geological data as national infrastructure.

Potential economic impact

Analysts note that better geoscience data can spur private exploration spending. A 2015 Western Australian study found that every A$1 million invested in government geoscience generated A$19.8 million in additional private exploration. Congo’s own cobalt reserves have grown by over 76 % since 2000, now estimated at 6 million tonnes—more than half of global reserves.

Industry reactions

Mining executives and geologists see the databank as a powerful policy tool. “Control of geological data is increasingly becoming a strategic policy tool,” said Mark Jessell, a geology expert at the University of Western Australia. Others, such as KoBold Metals, advocate for more open access, citing transparency benefits. The debate highlights the balance between state stewardship and investor confidence.

As the databank rolls out, Congo aims to use the revenue from fee‑based data to fund further mapping, ensuring that future mineral discoveries are guided by informed, sovereign decision‑making.
