Protect College Sports Act advances in Senate, aiming to preserve college football tradition

Georgia Governor Brian Kemp and legendary Alabama coach Nick Saban have taken to the airwaves to champion the Protect College Sports Act, a bipartisan effort led by Republican Sen. Ted Cruz of Texas and Democratic Sen. Maria Cantwell of Washington. The bill, which cleared the Senate Commerce Committee in June, now awaits a full Senate vote.

What the bill seeks to do

The legislation addresses several concerns that many fans say have eroded the traditional pride of college sports. It proposes to:

  • Cap the fees that sports agents may charge college athletes.
  • Set scholarship minimums for women’s sports programs.
  • Limit the number of times a student‑athlete can transfer schools to once within a five‑year period.
  • Give the NCAA and athletic conferences a limited antitrust exemption, allowing them to set standards without fear of lawsuits.
  • Regulate Name, Image and Likeness (NIL) agreements, the new compensation model for college athletes.

Senator Cruz and Senator Cantwell argue that these measures will protect the “character‑building” tradition of college football while still allowing athletes to benefit from their talents.

Critics and political debate

Democratic Sen. Chris Murphy of Connecticut has been the most vocal opponent, calling the bill a response to “absolute chaos” created by recent NIL and transfer rule changes. Murphy contends that the sport is financially booming and that the new rules merely give Black athletes bargaining power, which he claims some coaches and executives resent.

Murphy also says that existing rules can be reformed without congressional action, a point echoed by some industry insiders.

Political realities

The Senate did not bring the measure to the floor before adjourning for its August recess, giving opponents time to organize. With the chamber returning next week, the bill faces a crowded agenda and uncertain timing.

Local reactions

Governor Kemp posted on social media, urging Congress to act, warning that without federal support “one of the greatest American traditions will cease to exist.” His comment underscores the broader concern among state leaders that the sport’s cultural value is at risk.

On the field, LSU’s 51‑10 victory over Clemson in Baton Rouge highlighted the competitive shifts many attribute to the new transfer and NIL landscape. LSU’s recent legal battles over player eligibility illustrate the very challenges the bill seeks to address.

Looking ahead

While neither Saban nor the bill’s sponsors claim it will solve every issue, they argue it tackles roughly 80 % of the problems facing college football today. The remaining 20 %—including broader concerns about athlete welfare and academic integrity—will likely continue to spark debate in the coming months.
