Polk County signs 15‑year lease with Prairie Meadows, securing $500 M for taxpayers

Polk County officials voted Thursday to lock in a 15‑year lease with Prairie Meadows Racetrack and Casino, converting the long‑standing percentage‑rent arrangement into a predictable, fixed‑rent structure. The new agreement is designed to protect taxpayers, provide long‑term financial stability, and encourage private investment in county‑owned land.

Key terms of the lease

The lease sets a base rent that will rise 6 % every five years during the initial term. Two optional five‑year renewal periods are built into the contract, allowing the partnership to extend up to 25 years if both parties agree. County estimates project that lease payments over the life of the agreement will exceed half a billion dollars.

Investment commitments from Prairie Meadows

In return for the long‑term tenancy, Prairie Meadows has pledged to invest between $200 million and $300 million in property improvements. The casino‑racetrack operator says the upgrades will modernize facilities, expand entertainment options, and create additional jobs for local residents.

Under the new terms, Prairie Meadows assumes responsibility for property taxes, routine maintenance, operating costs, and identified capital expenditures. “I feel very positive about moving forward with this lease agreement,” said Polk County Supervisor Angela Connolly. “Having been involved in many lease agreements over the years, I believe this agreement strikes the right balance of protecting taxpayers while providing long‑term financial stability for Polk County and allowing the county to continue investing in our community.”

Brian Ohorilko, president and CEO of Prairie Meadows, added, “This is a mutually beneficial agreement. It strengthens the County’s financial position, protects public ownership, and supports Prairie Meadows’ ability to grow its operations, maintain local jobs, enhance tourism, expand entertainment offerings, and continue charitable distributions that help lessen the burden on government.”

Next steps

The lease has already been approved by both Polk County and Prairie Meadows and now awaits final endorsement from the Iowa Racing and Gaming Commission. Once ratified, the agreement will take effect immediately, setting the stage for a new era of collaboration between the county and one of Iowa’s most prominent entertainment venues.
