Leaders of the two Head Start providers operating in Tarrant County met with The Fort Worth Report to discuss the federal administration’s plan to restructure the nation’s flagship early‑education program. Both providers expressed concern that the proposed rule changes could undermine the safety, play‑time, and developmental support that the program currently offers to Texas’s youngest children.
Local providers outline their worries
Dominique McCain, president and CEO of Educational First Steps, noted that while her nonprofit does not run a Head Start program, it works closely with childcare centers to raise standards. She warned that any federal mandate that alters classroom ratios or imposes a supply‑demand cost model would ripple through the entire early‑learning ecosystem.
“You cannot take that approach because you start to hinder what’s required — i.e., children being safe, children being able to experience free play, the ability to move,” McCain said.
Impact on homeless families
Carol Klocek, CEO of Center for Transforming Lives, focused on the proposal’s effect on children experiencing homelessness. The nonprofit served 618 children last year, 26 % of whom were homeless. Under current rules, families self‑attest their homelessness to qualify for Head Start. The new rule would require documentation, a hurdle many families cannot meet.
“For homeless families, they are very often living in motels, living in their cars. Some are on the street. Some are in shelters. But very often what they do not have is documentation,” Klocek explained. She warned that the change would make enrollment harder for the most vulnerable children.
Alignment with state standards
Klocek also cautioned that the federal push to align Head Start with Texas’s selective early‑childhood standards could be implemented too abruptly. She emphasized that Head Start’s comprehensive requirements address developmental, health, and mental‑health needs that Texas’s minimum standards do not fully cover, especially for traumatized children.
“If we just rely on the Texas minimum standards, none of those things get addressed,” she said.
Balancing oversight and local control
Kara Waddell, CEO of Child Care Associates, echoed the need for balance. Her organization has partnered with Standing Up for Head Start, a Washington‑based advocacy group that defends the program’s core commitments: prenatal services, comprehensive health and family engagement, community‑driven design, and support for the greatest needs.
“Head Start is a high‑quality benchmark, and it’s because of those five core commitments,” Waddell said. “Quality really resides in the services that children and families actually receive on the ground.”
Waddell noted that Texas’s early‑education system is fragmented among five agencies, including the Texas Education Agency and the Texas Department of State Health Services, making it difficult to present a unified vision for children ages zero to five. She pointed to Governor Greg Abbott’s Task Force on Early Childhood Education and Care as a promising effort to bridge that gap.
Looking ahead
Both providers said they are preparing public responses to the specific rule changes. Klocek hopes the federal government will identify less drastic ways to align state and federal systems, while Waddell stressed the importance of preserving local flavor, control, and design in any revised program.
“There are some providers who may welcome less oversight and who want to be able to do the curriculum that they like. But I think it’s more important to have an evidence‑based curriculum that is normed on the population that you serve,” Waddell added.
The conversation underscores how federal policy proposals can have direct consequences for families in Fort Worth, Arlington, and the broader Tarrant County community, especially those already facing housing insecurity.
