Florida Legislature Finalizes $115 Billion Budget Deal

Florida’s legislative leaders have successfully concluded negotiations on a state budget totaling nearly $115 billion, with a vote scheduled for Friday. This budget, set to take effect on July 1, represents a compromise between the House and Senate, following a special session necessitated by earlier disagreements.

Education Funding

In a significant move, the budget maintains $4.5 billion for scholarships that support homeschool and private school tuition, integrating these funds into the primary K-12 public school funding formula. This decision follows debates over the management of the state voucher program, which had faced scrutiny due to an audit revealing mismanagement. Additionally, measures have been put in place to prevent financial instability in school districts experiencing declining enrollment, such as those in Union and Glades counties.

Further, $7 million is allocated for capital improvements at private schools in rural counties with populations under 10,000, ensuring these funds are utilized in financially disadvantaged areas by December 1. Florida State University is also authorized to use existing funds for its acquisition of Tallahassee Memorial Healthcare, a significant investment in local healthcare infrastructure.

Healthcare Initiatives

Healthcare funding includes a $20 million allocation for the Cancer Innovation Fund, a project championed by First Lady Casey DeSantis to advance cancer research. The budget also provides $75 million for the AIDS Drug Assistance Program, addressing previous funding shortfalls that had impacted HIV patients’ access to necessary medications.

However, a proposed study on the effects of leaving the federal health care exchange was not funded, reflecting ongoing debates about healthcare policy in the state.

Environmental and Other Allocations

Environmental projects are a priority, with $514 million dedicated to Everglades restoration, a figure expected to satisfy Governor Ron DeSantis’s earlier veto threat. Additionally, $425 million is allocated for the Rural and Family Lands program, which aims to preserve agricultural land from development.

Other notable allocations include $4.5 million in grants for county election supervisors to enhance post-election audit capabilities and $4 million for the families of the Groveland Four, acknowledging historical injustices.

While the budget addresses many critical areas, security funding for Governor DeSantis post-office and for gubernatorial nominees remains unresolved, highlighting ongoing legislative negotiations.
