Cincinnati Public Schools unveil strategic plan as $58 million budget shortfall forces cuts

Students returned to classrooms in Cincinnati on Wednesday as district leaders used the back‑to‑school gathering at the CPS headquarters to announce a new strategic plan. The plan centers on four priorities: stronger classroom instruction, workforce readiness, wrap‑around support for students and tighter accountability for how taxpayer dollars are spent.

Budget shortfall drives staffing changes

The district disclosed a budget shortfall exceeding $58 million for the 2026‑27 school year. To address the gap, CPS made cuts across several departments, including adjustments to the role of school social workers who serve English language learners. Superintendent Shauna Murphy emphasized that every school will still have a social worker, noting the leadership team’s commitment to maintaining that presence despite the reductions.

Funding request on the ballot

Looking ahead, CPS officials plan to ask Ohio voters in the November election to approve a five‑year, $7 million levy. The levy would generate roughly $66 million annually beginning in the 2027‑28 school year, providing a financial foundation for the district’s strategic goals. Board President Brandon Craig said the success of the levy will hinge on the district’s ability to demonstrate measurable outcomes for students, such as higher graduation rates and increased employment after high school.

During the event, Hughes STEM High School senior Catalina Cardoza thanked teachers and staff for their dedication, highlighting the importance of adults who consistently show up for students. Cardoza’s remarks underscored the community’s expectation that educators not only teach academic content but also nurture character and work ethic.

Board President Craig urged the school board to adopt the strategic plan at its next meeting, indicating that families will begin to see the plan’s impact as classrooms reopen.
