Ukraine says Patriot interceptor supply is critically low as missiles continue to strike

Ukrainian defense officials told CNN that the Patriot air‑defense system, a U.S.-made missile interceptor prized worldwide, has essentially run out of ammunition. The 16‑tube launcher they showed CNN was last seen firing six weeks ago, and the chief engineer, identified only as Dmytro for security, said the unit has not launched an interceptor in ten weeks.

Supply crunch threatens civilian protection

President Volodymyr Zelensky has warned that Ukraine needs about 5% of the United States’ Patriot stockpile to survive the winter, yet the country currently holds roughly 1%. “It is a heartbreaking sight when you have equipment but you’re not able to intercept any missile,” Dmytro said, describing the anguish of watching ballistic missiles fly overhead while civilians remain unprotected.

The shortage stems from a worldwide surge in Patriot interceptor use, especially by Gulf states during the 2024‑2025 conflict with Iran. Coalition forces reportedly expended an average of 225 interceptors per day in the first four days of that war, far outpacing Lockheed Martin’s 2025 production of 620 interceptors (about 1.7 per day). The resulting gap of roughly 132 to 1 has left Ukraine and other allies scrambling for supplies.

U.S. production plans and licensing talks

In January, the Pentagon secured a seven‑year agreement to increase Lockheed Martin’s output to 2,000 interceptors annually by 2030. However, that timeline does not address the immediate shortfall Ukraine faces now, eight years into its conflict with Russia.

Zelensky has discussed the possibility of building Patriot interceptors in Ukraine under license from U.S. manufacturers. He told CNN that any such plant would be owned and operated by Ukrainian engineers, though the price and volume would be set by the companies. Former President Donald Trump later offered Ukraine a licensing arrangement, but subsequent statements from the White House indicated no final decision had been made and that protecting U.S. technology remains a priority.

Technical challenges and future outlook

When asked whether Ukraine could assemble a Patriot battery and its interceptors immediately if intellectual‑property concerns were set aside, Dmytro responded that it is “definitely not” possible due to the system’s complexity and the extensive technical knowledge required.

For now, Ukrainian forces continue to rely on the limited interceptors they have, while seeking additional aid and exploring domestic production options. The situation underscores a broader global challenge: the Patriot system’s demand far exceeds current manufacturing capacity, leaving allies vulnerable as geopolitical tensions persist.
