Iowa has implemented a new law requiring in-person visits for medication abortion from Iowa providers. The law took effect on Wednesday and mandates that patients receive an ultrasound, counseling, and written consent before obtaining the medication.
Impact on Patients and Providers
Supporters of the law argue that it improves patient safety, while opponents claim it adds another hurdle for patients already facing multiple abortion restrictions in Iowa. Patients can still obtain abortion pills by mail through out-of-state telehealth providers operating in states with laws that protect clinicians who provide abortion medication across state lines.
According to Drake Law professor Sally Frank, the law’s in-person requirement applies only to Iowa healthcare providers. Patients may still obtain medication abortions through telehealth appointments with providers in states that have enacted shield laws, including Minnesota, Illinois, and New York.
Planned Parenthood North Central States stated that it will continue providing medication abortion under legal guidelines at its Des Moines health center. The organization is also preparing to close its Iowa City health center at the end of July, consolidating in-person services at its Des Moines clinic.
