The city of Houston has approved a 5-year plan that includes a list of projects to be completed from FY 2026-27 through FY 2030-31. The budget for the plan is estimated to be $17.9 billion, but it can fluctuate as projects are added or removed.

The plan is a rolling five-year plan of forecasted projects and can change based on budgets, funding, and priorities. It looks at four components of the city: Public Improvement Program, Build Houston Forward, Enterprise Fund Program, and Component Units.
City Council also approved amendments for the Capital Improvement Plan (CIP), one of which included moving spending allocated for 2031 up to 2027 for the city to purchase more garbage trucks. The amendment was submitted by council member Alejandra Salinas and received support from Mayor John Whitmire’s office.
