Ja’Ceon Terry, 7, died in July 2022 after going unconscious at Brooklawn Academy, a foster care facility off Goldsmith Lane in Louisville. A coroner ruled he died of positional asphyxiation, meaning the way he was positioned, he was unable to breathe.

Arrests Made Years Later

Now, four years later, three women who worked at the facility are facing second-degree manslaughter charges in connection with his death. Those women are Deborah Francis, Jillian Parks, and Amanda Whitlow. They were indicted last week.

Francis was arrested Wednesday in Lexington, Kentucky. The other two were previously arrested in other states: Whitlow in Tennessee and Parks in Illinois.

The state had removed all foster children in their care and revoked their license after Terry’s death. Terry and his two brothers had been in foster care for three years when he died.

“They said my child would be safer in foster care, than with me. But you see the outcome of what happened,” Terry’s mother told WLKY after his death.
