Trump Administration’s Loan Reform Shifts Borrowers to New Repayment Options

President Trump’s recent student‑loan reform, enacted through the One Big Beautiful Bill Act, has reshaped how borrowers across the United States manage their federal debt. The legislation terminated the Saving on a Valuable Education (SAVE) plan, which had placed many borrowers in forbearance or on low minimum payments. As a result, borrowers must now resume regular payments, often at higher amounts.

What the Change Means for Borrowers

Under the former SAVE plan, borrowers enjoyed a period of little or no required payment. The new rules require repayment to restart, and the amounts may be substantially larger than the previous minimums. The administration set a 90‑day window for borrowers to select a new repayment plan, with the first deadline extended to Oct. 29. Even if that deadline passed, borrowers still have several options.

How to Find the Right Plan

1. Contact Your Loan Servicer – Visit StudentAid.gov, sign in, and locate your servicer’s contact information.
2. Explore Remaining Programs – Loan consolidation, tiered repayment plans, and income‑driven repayment plans remain available.
3. Use the Repayment Calculator – The federal website offers a tool that estimates monthly payments based on loan type, balance, tax filing status and annual income.
4. Apply Online – Borrowers can submit applications for income‑driven plans directly through their online account.

Overview of Available Repayment Options

  • Tiered Standard Plan: Fixed monthly payments based on principal balance, interest rate and a repayment term of 10 to 25 years. New loans disbursed on or after July 1, 2026 must use this plan or the Repayment Assistance Plan (RAP).
  • Income‑Driven Repayment (IDR) Plans: Payments are calculated from annual income and family size and must be recertified each year. Includes Income‑Based Repayment, Income‑Contingent Repayment, Pay As You Earn and the Repayment Assistance Plan.
  • Income‑Based and Pay As You Earn: Payments never exceed what a 10‑year standard plan would require, with annual recertification.
  • Income‑Contingent Plan: Payments are the lesser of 20 % of discretionary income or a fixed 12‑year plan amount.
  • Repayment Assistance Plan (RAP): Monthly payments range from 1 % to 10 % of annual income, based on dependents. Not available for parent PLUS or consolidated loans that include a parent PLUS loan.
  • Loan Consolidation: Combines multiple loans into a single loan with one fixed interest rate, granting access to tiered or RAP options unless a parent PLUS loan is part of the consolidation.

Why the Administration Made This Change

The Trump administration argued that ending the SAVE plan restores fiscal responsibility and encourages borrowers to take ownership of their education financing. By moving borrowers onto standard or income‑driven plans, the policy aims to ensure the federal student‑loan program remains sustainable for future generations while still offering protections for those with limited income.

Next Steps for Texas Families

Texas borrowers should act promptly: verify their servicer, run the repayment calculator, and consider which plan aligns with their household budget and long‑term goals. Local financial counselors and community organizations can provide additional guidance.

For ongoing updates, keep an eye on the StudentAid.gov portal and watch for communications from your loan servicer.
