State House candidate Shannon Brennan pledges to protect Wyoming lands and water

Jackson, WY — In a message to voters, State House District 23 candidate Shannon Brennan outlined a platform centered on safeguarding Wyoming’s public lands and water resources. More than 97% of the district falls under federal jurisdiction, and Brennan argues that national parks, forests and Bureau of Land Management lands belong to the public, not to private special‑interest groups.

Public lands and responsible use

Brennan says she will amplify local perspectives in the legislature to ensure the environment does not suffer unacceptable change or degradation. She supports protecting trails, viewscapes, lakes and streams for recreation while balancing multiple uses such as agriculture, grazing and extractive industries. Brennan also stresses the need to manage forests for fire suppression while limiting the creation of permanent roads that could lead to unfettered access.

Wyoming water rights

Wyoming supplies headwaters for four of the seven major river systems in the West, making its water a target for out‑of‑state irrigators, data‑center developers and downstream municipalities. Brennan, a water‑rights owner and member of the Wyoming Governor’s Groundwater Advisory Committee, vows to bring these concerns to the forefront in Teton County and Cheyenne.

She will fight for minimum stream‑flow rights to protect fisheries and for maintaining reservoir levels that support agriculture, recreation and flood control. With population growth stressing both surface and groundwater, Brennan calls for formalized processes to tighten septic‑system compliance, injection‑well permitting and agricultural‑effluent regulation to protect drinking water and keep recreational waters clean.

Technical expertise

Having served as a liaison between the U.S. Geological Survey and the Department of Energy, Brennan oversaw monitoring of the nation’s second‑largest aquifer. She brings a deep understanding of hydrology and fate‑transport modeling to her policy proposals, supporting water‑quality rule‑making that safeguards health, recreation and wildlife.

Local experience, not talking points

Brennan’s platform is built on decades of hands‑on experience with the issues that matter most to District 23. She emphasizes that her proposals are rooted in real policy rather than partisan talking points, arguing that too much is at stake to settle for anything less.

Voters can cast their ballots for Shannon Brennan on Nov. 3.
