St. Charles Health Providers Seek Union Recognition to Strengthen Patient Care

In a coordinated effort that reflects growing concerns about staffing and patient access, over 180 advanced practice providers at St. Charles Health System have delivered a formal declaration to administrators requesting union recognition. The providers, who include nurse practitioners, physician associates, certified nurse‑midwives and other frontline clinicians, represent a broad cross‑section of the system’s workforce across Bend, Redmond, Sisters, Madras and La Pine.

Why Providers Are Organizing

Providers say the rapid population growth in Central Oregon has outpaced the health‑care workforce, leaving many patients “between providers” and waiting months for specialist appointments. Eden Fair, an ONA‑affiliated nurse practitioner in general surgery, explained that the shortage threatens timely care and stresses the need for a collaborative approach with St. Charles to recruit and retain staff.

“We want to work with St. Charles to help recruit and retain the providers our community needs,” Fair said. “Adding providers could mean easier scheduling, appointments that don’t feel rushed and allow more people to stay with the providers they know and trust.”

Federal Policy Changes Heighten Urgency

Organizers also point to looming federal changes that could strain the regional health‑care safety net. Experts warn that the so‑called “Big Beautiful Bill” could cut Medicaid coverage for up to 200,000 Oregonians, while the expiration of Affordable Care Act tax credits may raise insurance costs for many families.

Physician associate Beth Ann Orton emphasized that these policy shifts make representation essential. “This is crunch time. Federal health‑care costs are going to make it harder for everyone in Central Oregon to get the care they need,” Orton said. “We are their voice inside the health‑care system and eager to partner with St. Charles to bring patients’ and providers’ perspectives into the boardroom.”

Providers Seek a Seat at the Table

Meredith Helfrich, a physician associate at a St. Charles urgent‑care clinic in La Pine, highlighted the broader community impact. “Health‑care providers are never off the clock. At work, we care for patients from John Day to Christmas Valley. In our free time we’re caring for our friends, family and neighbors,” she said. “Organizing is how providers can come together to help shape our future and ensure everyone in our community continues to get the care they deserve.”

Next Steps If Recognition Is Denied

If St. Charles administrators decline voluntary recognition, the organizing committee plans to petition the National Labor Relations Board for a formal election. Under agency rules, a simple majority of votes will determine whether the union is certified.

The move follows a multiyear effort by Central Oregon health‑care professionals to secure a collective voice. Over the past five years, more than 10,000 health‑care workers statewide have joined the Oregon Nurses Association, which now represents nearly 1,500 registered nurses at St. Charles facilities and more than 26,000 frontline professionals across Oregon.

Community Impact

Local leaders and families have expressed support for the providers’ push, noting that a stable, well‑staffed health system is essential for the region’s continued growth and quality of life. By seeking formal representation, the providers aim to ensure that staffing decisions, patient‑care protocols and future health‑care investments reflect the needs of Central Oregon residents.

The declaration marks a significant step toward a more collaborative relationship between St. Charles Health System and the clinicians who serve its patients daily.
