San Antonio-area school districts propose tax hikes and $2.4 billion in bonds

On November 3, voters in five San Antonio‑area school districts will face Voter‑Approval Tax Rate Elections (VATREs) and bond proposals that could raise property taxes and add roughly $2.4 billion in new debt. The measures are being promoted as necessary to cover operating shortfalls, support career‑technical programs, and fund long‑term facility upgrades.

Proposed tax‑rate increases

Schertz‑Cibolo‑Universal City ISD (SCUC) seeks a 12‑cent increase in its maintenance and operations (M&O) tax rate, citing an $8 million budget deficit and rising operating costs. The district’s materials note that about 3,000 students within its boundaries attend charter or private schools, a factor that could lessen per‑pupil expenses.

San Antonio ISD (SAISD) proposes a 3.17‑cent M&O increase to fund career‑technical education, teacher‑pipeline initiatives, and a one‑time employee supplement. Northside ISD asks for a three‑cent increase to support daily operations and staff compensation.

East Central ISD plans a 3.72‑cent M&O increase while reducing its interest‑and‑sinking (I&S) rate by 3.71 cents, effectively keeping the overall tax burden higher despite the I&S cut. South San Antonio ISD proposes roughly a seven‑cent increase that would raise an additional $2.6‑$2.8 million each year for operating funds.

Bond packages

SAISD also seeks voter approval for a $600 million bond package split into three propositions: $492 million for school modernization, safety upgrades and facility systems; $102 million for technology; and $6 million for improvements to Alamo Stadium and the Convocation Center. The request follows a 2020 $1.3 billion bond that a forensic audit later found left about $420 million unspent.

Northside ISD is proposing three bond propositions totaling approximately $886.2 million. Proposition B would allocate about $764.7 million for general school facilities, renovations, security and transportation; Proposition C would fund $56 million in instructional technology; and Proposition D would spend $65.5 million to replace the George Block Aquatics Center. Nine projects from a 2022 $992 million bond remain on hold, totaling roughly $198 million.

Fiscal concerns and taxpayer considerations

Critics point to the unfinished projects and unspent funds from prior bond cycles, urging voters to demand clear accounting before approving additional debt. They argue that higher property taxes strain families already coping with a rising cost of living.

Supporters, including district officials, contend that the proposed tax and bond measures are essential to maintain quality education, keep schools safe, and ensure students have access to modern technology and career‑training opportunities. They note that without additional revenue, districts could face cuts to programs and staff.

What voters should know

Each VATRE and bond proposition will appear on the November ballot. Voters can review detailed proposals on the districts’ official websites, which outline projected revenue, spending priorities, and anticipated impacts on property‑tax bills. It is advisable to compare the proposed increases with past tax rates and to consider how the funds will be allocated and overseen.

Texans for Fiscal Responsibility, the nonprofit that produced this analysis, encourages taxpayers to scrutinize the proposals, demand transparency on past bond expenditures, and weigh the long‑term benefits against the immediate cost to their wallets.
