SAISD rolls out High 5 instructional framework amid teacher concerns

San Antonio Independent School District (SAISD) unveiled its new High 5 instructional framework this week, describing it as a “reset year” aimed at standardizing instruction and keeping the district out of state oversight. Superintendent Adrian Bustillos said the plan creates a common framework that ensures clear learning objectives, frequent student engagement, data‑driven decision‑making, collaborative planning and strategic walkthroughs.

What the High 5 framework entails

According to SAISD, the High 5 model standardizes five key areas of classroom practice. Teachers are expected to display a week’s worth of learning on classroom boards, including warm‑ups, learning objectives, language objectives and exit assignments. The district also encourages the use of turn‑and‑talk discussions and whiteboard responses to check student understanding.

Teacher pushback

Several teachers voiced strong reservations at a recent school board meeting. Alejandra Lopez, president of the San Antonio Alliance of Teachers and Support Personnel, said many educators find the plan “too rigid” and “too prescriptive,” prompting calls to roll back its universality. “We are hearing from veteran and early‑career teachers alike who are seriously considering leaving the profession if this charter‑school‑like micromanagement becomes the norm,” one teacher told the board.

Head Start teacher and Alliance member David Garza echoed those concerns, noting that teachers in the Master Teacher program have expressed willingness to leave the district because of the perceived inflexibility. “I’m here speaking out against High 5,” Garza said, adding that directives on desk arrangements exemplify the micromanagement of teachers’ professional expertise.

Administration’s response

Superintendent Bustillos emphasized that the framework is intended to protect students and the district. “Our goal is to help us lead and prevent a state intervention so it doesn’t happen,” he told the board. Bustillos said the district will collect data regularly and use mid‑year assessment results in January to evaluate the program’s impact and make adjustments as needed.

He also noted that the district plans to work directly with campuses that need additional support, allowing administrators to tailor assistance rather than imposing a one‑size‑fits‑all solution. “We want to partner with teachers to determine what will help them most,” Bustillos said.

Community perspective

Parents and community members have expressed mixed reactions. While some appreciate the district’s proactive stance to avoid state takeover, others worry that the increased oversight could stifle teacher creativity and autonomy. The board will continue to hear feedback as the High 5 rollout progresses.

SAISD’s next steps include ongoing data collection, periodic reviews of student performance, and additional opportunities for teachers to provide input on the framework’s implementation. The district hopes that, with collaborative effort, the High 5 plan will raise academic outcomes while preserving the professionalism of its educators.
