Rocky Mount, N.C. – A City Hall meeting on Tuesday turned chaotic when Mayor Sandy Roberson’s gavel broke while he attempted to quiet a disruptive audience. The incident occurred after a resident, identified as Teresa, demanded respect while speaking to the council.
Disruption and the broken gavel
Teresa turned to the council and said, “I’m speaking, and I demand respect.” When she was interrupted by another audience member, she persisted, prompting Mayor Roberson to intervene. In the process of trying to restore order, the mayor’s gavel cracked, an unusual visual that underscored the tension in the chamber.
Police escorted Teresa from the building before she could finish her remarks. The mayor later explained, “I am a less‑than‑perfect individual; when I hit the gavel, it was not to silence people. Sometimes it is to conduct traffic, sometimes it is to quiet the audience to allow the speakers to speak. I cannot have constant and consistent disruptions.”
Community frustration surfaces
Long‑time resident Bruce Jackson, who has lived in Rocky Mount for nine years, also addressed the council, describing recent leadership as “embarrassing.” He referenced a series of recent incidents, including a physical altercation between council members in May and the recent arrest of Councilman TJ Walker, who was accused of bringing a firearm onto the campus of North Carolina Central University.
“Between financial mismanagement, council members fighting, and utility bill debacles, it’s like a volcano,” Jackson said. He called for Walker’s resignation, noting that residents need to trust their elected officials. “I can see where people are saying, ‘Where are the adults?’ Come on guys. Everybody put your big boy pants on and do what you’re supposed to do… it’s getting laughable and it’s getting embarrassing,” he added.
Mayor’s response and next steps
Mayor Roberson emphasized that running a city council meeting is akin to managing a business meeting, requiring firm but fair leadership. When a council member asked, “Would you have done that to a white woman?” the mayor called a recess, allowing tempers to cool.
The council will reconvene after the recess to continue its agenda. City officials have not indicated any immediate changes to meeting procedures, but the incident has sparked discussion among residents about the need for clearer decorum rules and stronger enforcement of council conduct policies.
Broader context
Rocky Mount has faced ongoing financial challenges, with utility bill disputes and budget shortfalls affecting many households. The recent council turmoil adds to concerns about effective governance and fiscal responsibility. Community leaders are urging the council to focus on transparent budgeting and to address the underlying issues that have contributed to the recent unrest.
City staff are expected to review the incident and consider whether additional training or procedural adjustments are needed to prevent future disruptions. Residents are encouraged to attend upcoming council meetings and voice their concerns through proper channels.
