Rhode Island Voters Face $275 Million Bond to Upgrade State Colleges

Rhode Island voters will encounter a major fiscal question on the November 3 ballot: a statewide bond measure seeking approval to borrow $275 million for capital improvements at the state’s three public higher‑education institutions – the University of Rhode Island (URI), the Community College of Rhode Island (CCRI) and Rhode Island College (RIC).

What the bond would fund

If the measure passes, URI would receive $165 million to build an integrated health facility that would house health‑education classrooms and clinical‑training spaces, with a target completion date of 2031. RIC would be allocated $50 million to renovate Adams Library into a career‑readiness center, while CCRI would use $60 million to construct a workforce‑innovation center that would create training spaces for manufacturing, technology and other growing industries. Both projects are slated for completion by 2030.

Supporters stress job‑training benefits

CCRI Chief of Staff Amy Kempe framed the proposal as an investment in the state’s future workforce: “It’s all about investing in our students and jobs for the future,” she said. Kempe added that the innovation center will “train people for the jobs that we have today and for those in the future,” emphasizing the need for a talent pipeline that matches employer demand.

Fiscal concerns raised by opponents

House Minority Leader Michael Chippendale, a vocal opponent of all five bond questions on the ballot, warned that borrowing to fund the projects could saddle taxpayers with excessive debt. “Borrowing our way out of a problem that we find ourselves in now is like paying credit‑card debt with more credit cards,” Chippendale said. He noted that while the bond’s principal is $275 million, projected interest over the next 20 years would push total repayment to more than $440 million – roughly $1.60 for every dollar borrowed.

Historical context

Rhode Island has not rejected a statewide bond question in two decades; the last defeat occurred in 2006. The Secretary of State’s office has released a voter‑information handbook to help residents evaluate each proposal.

What voters need to know

Voters should consider both the promised benefits – modernized health‑education facilities and new training centers aimed at bolstering the state’s manufacturing and technology sectors – and the long‑term cost of financing the projects. The bond’s interest obligations will be paid over 20 years, meaning the state will incur additional debt service beyond the initial $275 million.

Both supporters and critics agree that the state’s talent pipeline is a critical issue, but they differ sharply on how best to fund the needed infrastructure. The upcoming vote will determine whether Rhode Island chooses to finance these projects through borrowing or to seek alternative funding mechanisms.
