Phoenix Launches Free SNAP Navigation Support as State Enrollment Plummets

Phoenix is rolling out a city‑wide SNAP Navigation Support initiative to help residents apply for, renew, and maintain Supplemental Nutrition Assistance Program (SNAP) benefits after Arizona experienced a steep enrollment decline of over 50% in the past 12 months, according to AZFamily.

The drop follows President Trump’s “One Big Beautiful Bill,” which imposed stricter work requirements on SNAP recipients. Arizona was identified as the hardest‑hit state, losing millions of food‑stamp participants as a result of the new federal rules.

Mayor Kate Gallego announced the program, saying, “Navigating the SNAP application process can be complicated, and this program ensures Phoenix families have the support they need. Far too many people are losing their nutritional safety net because of federal changes, paperwork errors, and red tape.” She added that the initiative is a “critical lifeline to keep children from going hungry, and supports families and seniors who are struggling with the high cost of food.”

Through the initiative, Phoenix residents can schedule either in‑person or virtual appointments via the city’s website. In‑person assistance is available at three city family service centers: the John F. Long Family Services Center, the Sunnyslope Family Services Center, and the Travis L. Williams Family Services Center. Walk‑ins are also welcome.

During appointments, staff will provide one‑on‑one help completing SNAP applications, submitting renewals, and understanding the work‑requirement criteria introduced by the federal law. The city also offers post‑application support to ensure households remain compliant with ongoing eligibility rules.

Applicants are asked to bring identification, proof of address, income documentation for all household members, Social Security numbers, bank statements, any volunteer‑hour records or federal workforce program participation evidence, and any Arizona Department of Economic Security notices related to renewals or updates.

Experts cited in the AZFamily report warn that another impact on the SNAP program is expected when the law’s cost‑sharing requirement takes effect next October, potentially increasing the financial burden on eligible families.

City officials say the navigation support program is designed to help Phoenix families meet the new work‑requirement standards while preserving access to essential nutrition assistance.

What’s next: Residents can begin scheduling appointments immediately through the city’s website. The program will remain active through the upcoming cost‑sharing deadline in October, with officials planning to assess additional support needs as the federal requirements evolve.
