Nevada advocates push for funding formula change to protect Clark County schools

Clark County, Nevada – Parents and education advocates are sounding the alarm over a looming budget crisis that threatens to disrupt classrooms across the state. The Commission on School Funding, chaired by Guy Hobbs, reports that the quarterly enrollment count system has produced a $100 million shortfall for the 2026‑2027 school year in the Clark County School District (CCSD) after 10,400 fewer students were enrolled than projected.

Why the current system is failing families

Under Nevada law, school districts receive per‑pupil funding each quarter. When enrollment drops mid‑year, the formula automatically reduces the district’s budget, forcing schools to cut classes, eliminate programs, and even lay off teachers. “It’s been so disruptive to schools just across the district,” said parent and education advocate Stephanie Valdez. She described how schedule changes and the threat of teacher reductions have created anxiety for both students and staff.

Proposed solution: an October‑based count

Hobbs and the commission recommend scrapping the quarterly count in favor of a single enrollment figure taken on October 1 of the prior school year, or a three‑year average, whichever is higher. “Going to the prior October 1 should provide stability with respect to how the funding is deployed over the course of the year,” Hobbs explained.

CCSD leaders have echoed the recommendation, arguing that a stable funding base would give districts ample time to plan budgets, retain teachers, and avoid the chaos of mid‑year cuts. Valdez added, “It would also give schools and districts a lot more time to prepare and make adjustments, knowing what their budget would be.”

State response and next steps

Governor Joe Lombardo has already issued an emergency order that provided temporary relief to districts facing immediate cuts. However, advocates say short‑term fixes are not enough. The Commission on School Funding must deliver its final report by November 15, outlining recommendations on the funding formula, overall funding levels, and how surplus state money could be accessed by districts that lose revenue due to enrollment declines.

While Nevada currently receives about $4,000 less per student than the national average, some advocates hope the upcoming legislative session will consider raising the state’s per‑pupil funding to a more competitive level.

What this means for Nevada families

If lawmakers adopt the October‑based count, schools could maintain consistent staffing, preserve essential programs, and keep class schedules stable for students. For parents like Valdez, the change would mean less uncertainty and a stronger educational environment for their children.

“Knowing what we know now, having multiple years of data, seeing the trends, we obviously need to change things,” Valdez said. Hobbs expressed optimism that enrollment trends may eventually stabilize, noting, “At some point in time, that’s likely to stabilize, and it’s not out of the question that we would be in a growing enrollment environment once again.”

Community call to action

Education advocates are urging Nevada legislators to act before the next session begins, emphasizing that the proposed reform is not merely a budgetary tweak but a necessary step to protect the quality of education for Nevada’s children and the livelihoods of teachers who serve them.
