Meet the Metro Council District 5 Candidates in Louisville

Louisville’s Northwest corner – encompassing the Shawnee, Portland and Chickasaw neighborhoods – is preparing for a pivotal Metro Council race. Voters in District 5 will decide which of two candidates will represent them on the council, where half of the seats are up for election this November.

Incumbent Donna Purvis seeks a third term

Donna Purvis, currently finishing her second term, highlighted the $10 million Shawnee Outdoor Learning Center as a signature achievement. She told WLKY she spent years securing support and funding for the project and wants to see it completed. Purvis also pointed to recent updates to city code, including an ordinance that requires pets to be microchipped and another targeting illegal transitional homes.

“Everything that I either sponsor, or co‑sponsor, is to directly impact this District 5,” Purvis said. In a potential third term, she plans to replace an additional $1 million in sidewalks and increase police presence. “We need more officers in the community, not just in their cars, but walking and talking,” she explained.

Challenger Ray “Sir Friendly C” Barker returns

Ray Barker, who narrowly lost to Purvis in 2022, is running again under the nickname “Sir Friendly C,” a moniker he adopted while serving as a police officer in west Louisville. “The ‘friendly’ is because that’s my nature, and the ‘C’ is because I’m so cool that everyone wanted to be friends with me,” Barker said.

Barker says his community‑focused approach will help curb crime. “Once we perform this team to get rid of crime in this district, you’re going to see a drastic measure,” he promised. He also proposes practical infrastructure fixes: installing speed humps, filling potholes and adding a ramp at the I‑264 and Broadway intersection. “Traffic flows over my community, over the fifth district. If it’s opened right there, that automatically opens up a revenue stream that this community has never seen before,” Barker added.

Key issues for voters

Both candidates stress public safety and infrastructure, but they differ on how to achieve those goals. Purvis emphasizes expanding the police force and continuing large‑scale capital projects, while Barker focuses on community policing and targeted traffic improvements that he says will boost local commerce.

Residents can learn more about each candidate’s platform by attending upcoming forums, visiting campaign websites, or reviewing mailed voter guides. The Metro Council election will be held on the first Tuesday after the first Monday in November, with early voting beginning in early October.

How to vote

Registered Louisville voters can cast their ballots at any polling place in the city or vote early at designated locations. Voter registration deadlines and polling site information are available on the Jefferson County Clerk’s website.

With the election just weeks away, District 5 voters have a clear choice between continuity and a fresh approach to community safety and development. The outcome will shape the neighborhood’s priorities for years to come.
