Massachusetts Voters to Decide Whether to Keep 2024 Semi‑Automatic Rifle Restrictions

Massachusetts residents will head to the polls on Nov. 3 to answer Question 9, a statewide referendum on a 2024 law that tightened rules for semi‑automatic rifles. The measure asks voters to either keep the law in place or repeal it, turning a policy debate into a direct vote.

What the law does

The 2024 legislation expands restrictions on semi‑automatic rifles by requiring owners to register each firearm, obtain a state license and complete a certified training course. Proponents argue the added steps create “guard rails” that keep guns out of the hands of individuals intent on causing harm while preserving a legal pathway for responsible owners.

Supporters’ arguments

Ruth Zakarin, chair of the “Vote Yes on 9 for a Safe Massachusetts” coalition, says the law has already saved lives. “I do believe that this legislation has saved lives,” she told the press, adding that the safeguards “preserve a legal pathway to gun ownership while putting guard rails in place.”

Everytown for Gun Safety, a national gun‑violence‑prevention group, highlighted Massachusetts in its 2025 rankings, moving the state from fifth to second nationally for the strength of its gun laws. The organization praised the 2024 updates as a critical component of the state’s progress.

Opponents’ concerns

Critics contend the law is poorly drafted and creates unnecessary hurdles for law‑abiding gun owners. Eric Dewhirst, president of the Taunton Rifle & Pistol Club, called the emergency signing “basically forced down the state’s throat.” He warned that the ever‑changing curriculum requirements make it difficult for independent firearms instructors to run safety classes.

Kerrie Ann Auclair of the Civil Rights Coalition argued that crimes are typically committed by illegal gun owners who will not follow any law, suggesting the new restrictions target lawful citizens rather than the real source of violence.

How the vote will play out

Voters who favor keeping the law should select “Yes” on Question 9; those who want it repealed should choose “No.” The ballot measure will appear on the same November 3 ballot that includes other state and local races.

Local election officials have confirmed that polling locations will be open from 7 a.m. to 8 p.m. and that absentee voting remains available through the usual deadlines. Voter‑education groups are urging residents to review the full text of the law and consider how the registration, licensing and training requirements align with public‑safety goals.

What’s at stake for families and communities

For many Massachusetts families, the question hinges on balancing the right to own firearms responsibly with the desire to protect children and neighborhoods from gun‑related harm. Supporters argue that the law’s safeguards help prevent firearms from falling into the hands of those who might use them to threaten loved ones.

Opponents, however, fear that the added bureaucracy could discourage lawful owners from participating in safety courses, potentially reducing overall training standards.

Regardless of the outcome, the November vote will serve as a bellwether for how New England states approach semi‑automatic rifle regulation in the years ahead.
