Logan Square Resident Pushes Sunday Dumpster Ticketing to Curb Rat Infestations

Logan Square resident Eli Albert has turned his personal battle with rats into a neighborhood‑wide effort to tighten Chicago’s waste enforcement. After discovering rodents in his kitchen and spending thousands on repairs, Albert created the “Ticket On Sundays” website and petition, urging the city to ticket owners of dumpsters that overflow on weekends.

Why the focus on weekends?

Albert says the surge of trash on Saturdays and Sundays creates a “rat buffet” that allows infestations to spread throughout the week. He has filed dozens of 311 requests for violations, but city inspectors told him they do not conduct inspections on weekends.

City response

Ryan Gage, a spokesperson for the Department of Streets and Sanitation, emphasized that crews operate seven days a week and will address violations as they are reported. “We encourage residents to report rodent activity and other sanitation complaints to 311,” Gage said, noting that most code violations are issued on weekdays simply because that is when most complaints are logged.

Recent budget moves

Mayor Brandon Johnson’s proposed 2027 budget includes five additional rodent‑control crews, expanded neighborhood services, and increased funding for tree trimming and illegal‑dumping enforcement. The department expects the added resources to improve proactive outreach and response times, a point highlighted by Gage as a step toward reducing rat populations citywide.

Legal action and community impact

When Albert’s appeals to The Habitat Company, the owner of the nearby apartment complex at 2575 W. Lyndale, failed to secure extra dumpsters or weekend trash pickup, he sued in small‑claims court for $1,600 in property‑damage costs. The court awarded him nearly $2,000, a symbolic victory that underscores the financial toll of rodent damage.

Albert’s petition has gathered 34 signatures so far, and he hopes the campaign will motivate neighbors to document overflowing dumpsters with photos, providing evidence for citations even when inspectors are not on site.

Broader context

Chicago has long ranked among the nation’s most rat‑prone cities. An Office of Inspector General audit this year warned that the city’s rodent‑abatement program relies heavily on reactive measures rather than proactive prevention. Studies from Lincoln Park Zoo in 2018 and 2021 linked higher rat complaints to alleys with uncontained garbage, suggesting that securing waste could mitigate the problem.

City data shows a slight decline in 311 rat complaints this year—39,000 versus just over 44,000 last year—indicating modest progress, though the issue remains significant. The department’s $1 million spend on rodent control in 2024 reflects the scale of the challenge.

Looking ahead

Beyond ticketing, the city is piloting a rat‑birth‑control program in Wicker Park, with plans to expand to Lincoln Park. Some residents have also turned to feral cats as a natural deterrent.

Albert believes that a simple, revenue‑neutral policy—issuing tickets for overflowing dumpsters on Saturdays and Sundays—could dramatically cut rat numbers and property damage. “That’s all it would take, and we would be in half the rats we have now,” he said.
