Knoxville launches school‑zone speed camera program and celebrates reading award

Knoxville is taking concrete steps to keep children safe on the way to school. Starting Monday, November 16, the Knoxville Police Department, in partnership with the city’s Vision Zero initiative, will install automated speed‑enforcement cameras in roughly 39 public school zones. Signs will warn drivers of the new enforcement areas, and the cameras will operate only during designated morning and afternoon school‑zone hours.

How the program works

Police Chief Paul Noel emphasized that protecting students and school staff is a top priority. Each camera will record footage that a police officer reviews before any citation is issued. The city has built a two‑phase rollout: a 30‑day warning period at each new site, followed by fines for repeat violators. When the rollout is complete, the city expects cameras and signs at 71 locations covering 41 school zones.

Speed studies conducted in May 2025 documented thousands of violations during a five‑day period, underscoring the need for stronger deterrence. Mayor Indya Kincannon stressed that the program’s purpose is safety, not simply revenue generation.

Emerald Academy’s reading success

At the same time, Emerald Academy received a $20,000 award for outstanding third‑grade reading performance for the 2025‑26 school year. The award, funded by former state legislator David Coffey and presented by Dr. Tanna Nicely of Carson‑Newman University, recognized a 59.6% proficiency rate—about twice the state average for the school’s demographic group.

Dr. Nicely noted that early reading proficiency has lasting effects on a child’s entire educational journey. School Director Carlissa Weeks praised teachers, families, and students for the progress, noting that overall proficiency across tested subjects rose from 21% to 38% over five years, with reading climbing from 19.1% to 34.2%.

Workforce training grant for Pellissippi State

Separately, Pellissippi State Community College, working with the Tennessee Board of Regents and the state’s 13 community colleges, secured a $7.6 million federal grant to expand short‑term certificate programs. The TalentTN initiative will fund five high‑demand workforce areas and provide career advising and open‑educational‑resource textbook support. Approximately $7.2 million of the grant will be administered by Pellissippi State, which will serve as the fiscal agent for the four‑year program.

President L. Anthony Wise Jr. said the grant will help students balance jobs, families, and education by offering training pathways as short as eight weeks, leading to federal Workforce Pell Grants.

Building community through youth sports

Beyond academics and safety, Knoxville’s youth football programs are fostering unity. Coaches from the Austin‑East Roadrunners and Carter Hornets are combining forces to field a 6U team for the Battle in Rocky Top tournament, bringing together children from neighborhoods that don’t often interact. Pastor‑coach Shawn Hatmaker highlighted the partnership’s goal of teaching fundamentals, confidence, and teamwork.

The coaches stress that the experience is about building lasting friendships and community bonds, not just winning games.

These initiatives—enhanced road safety, academic excellence, workforce development, and youth teamwork—reflect Knoxville’s commitment to safer streets, stronger families, and brighter futures for its children.
