Key Wyoming Legislative Races to Watch in November 2026

Wyoming voters will decide the fate of 32 state House seats this November, and five races stand out as especially consequential for the future of the 69th Legislature. With the Wyoming Freedom Caucus losing its House majority in the primary, the outcomes will determine how much influence Republican lawmakers keep over state policy.

House District 33 – Fremont County

District 33 covers the Wind River Indian Reservation towns of Fort Washakie, Ethete and Arapahoe, plus the non‑tribal communities of Atlantic City, Crowheart and Hudson. The seat has swung between Democrats, Republicans, tribal members and ranchers over the years. Democrat Ivan Posey, an Eastern Shoshone educator who unseated a Freedom Caucus‑backed Republican in 2024, is running for a second term. His challenger, Republican Justin Morgan, is a Marine Corps veteran who runs a horse‑training business. Both candidates discussed campaign‑finance reform, public‑land transfers and ways to make health care more affordable.

House District 37 – Natrona County

Long‑time Republican Rep. Steve Harshman, who has represented District 37 since 2003 and served two terms as speaker, left the seat to run for superintendent of public instruction. Three Republicans entered the primary; educator Brian Costello emerged victorious over two more right‑leaning contenders. Costello will face Democrat Betsy Erickson, also an educator from Casper. Both highlighted the “brain drain” of young Wyomingites as a top challenge, but offered different solutions for retaining talent.

House District 23 – Teton County

District 23 includes Teton Village, the eastern side of Wilson and the communities of Kelly, Moran and Moose. Democrat Liz Storer, first elected in 2022 after a record‑setting campaign‑finance battle with Republican Paul Vogelheim, has focused on abortion rights, tourism and tax reform. She now faces Republican Shannon Brennan, an energy and environmental‑management consultant who describes herself as a constitutional conservative. Brennan did not respond to the candidate questionnaire.

House District 14 – Laramie County

Democratic Rep. Trey Sherwood, first elected in 2020, represents a district that stretches across north Laramie and the Albany County towns of Rock River and Bosler. Sherwood has championed housing, rural schools and suicide prevention, and served as the sole Democrat on the powerful House Appropriations Committee. Her Republican opponent, Emily Study, has a two‑decade background working with the military and the Department of Veterans Affairs. Study also did not answer the questionnaire.

House District 11 – Laramie County (Cheyenne)

Three candidates will vie for the open seat in District 11: Republican Dan McIntosh, Democrat Britney Tennant and Libertarian Ryan Shollenberger. The district’s boundaries were dramatically reshaped during the 2022 redistricting, and it has leaned Republican for the past decade. McIntosh teaches at Laramie County Community College, Tennant runs the Cheyenne Animal Shelter, and Shollenberger is a wildland firefighter and substitute teacher. All three emphasized the state’s economy, workforce development and community growth in their candidate‑guide responses.

These contests illustrate the shifting dynamics of Wyoming politics. While the Freedom Caucus no longer controls the House, Republican candidates remain hopeful of preserving a strong conservative agenda in the state capitol. Voters’ choices this November will determine whether that agenda endures or faces new challenges from a growing Democratic presence.
