Key Parties and Leaders Shaping New Zealand’s November 7 Election

New Zealand voters will head to the polls on November 7, 2026, in a tightly contested general election. Opinion polls suggest a close race between the centre‑right National‑led coalition and the centre‑left Labour Party, while a handful of smaller parties hold the potential to decide who ultimately forms government.

National Party

National leader and incumbent Prime Minister Christopher Luxon, 56, is seeking a second term. First elected to Parliament in 2020 as the MP for Botany in Auckland, Luxon became party leader the following year. A former chief executive of Air New Zealand, he guided National to victory in the 2023 election on a platform of sound economic management. Over the past year, Luxon survived two confidence votes by his own MPs – in April and August 2026 – the latter prompted by a challenge from then‑defence minister Chris Penk amid weak polling, economic pressure and tensions within the three‑party coalition. National’s 2026 platform again emphasizes the economy, pledging a return to a budget surplus and an expansion of the KiwiSaver pension scheme.

Labour Party

Labour is led by Chris Hipkins, 48, who aims to reclaim the premiership after the party’s defeat in the 2023 election. Hipkins entered Parliament in 2008 and became prime minister in January 2023 following Jacinda Ardern’s resignation, only to lose office later that year. As opposition leader, he is campaigning on lowering living costs, improving public services and ensuring economic stability. Labour’s 2026 platform focuses on more affordable health care and transport, investment in jobs, housing and infrastructure, and a plan to strengthen public services.

New Zealand First

Winston Peters leads New Zealand First, a party that has historically acted as a kingmaker, forming coalitions with both Labour and National since the 1990s. Peters served as deputy prime minister until May 2025. For the 2026 campaign, the party proposes restricting voting rights to citizens only, splitting major electricity generators from retail operations, and breaking up one of the country’s largest supermarket chains. Peters also advocates withdrawing from the Paris climate agreement and returning the Reserve Bank to a dual mandate that targets both inflation and sustainable employment.

ACT New Zealand

ACT New Zealand, a classical liberal, right‑libertarian party, holds 11 of the 123 seats in Parliament and serves as the junior partner in the three‑way coalition with National and New Zealand First. Led by David Seymour since 2014, who has been deputy prime minister since mid‑2025, ACT’s 2026 proposals include a six‑point immigration plan that would deport serious offenders regardless of residency length, impose a surcharge on temporary work visas, and enforce a five‑year exclusion period for new residence‑class visa holders from claiming government benefits.

Green Party

The Green Party, co‑led by Chlöe Swarbrick and Marama Davidson, remains a left‑leaning environmental force that has supported Labour‑led governments in the past. Their 2026 platform centers on cutting living costs, protecting nature and reforming political funding. Proposals include a wealth tax, higher taxes on large corporations, banks and offshore tech profits, a tax‑free threshold on the first NZ$10,000 of income, and reduced income tax for most earners. The Greens also plan to establish a state‑owned power company, Kiwipower, expand home insulation, offer zero‑interest loans for household solar and batteries, fund community‑owned renewable projects, create a publicly owned supermarket chain, KiwiMart, and tighten rules against excessive grocery pricing.

Te Pāti Māori

Te Pāti Māori is polling below the 5 % threshold needed for a standard parliamentary seat but is likely to win several of the seven special Māori seats. Co‑led by Rawiri Waititi and Debbie Ngarewa‑Packer since October 2020, the party’s campaign focuses on increasing enrolment on the Māori electoral roll, where it currently controls six of the seven seats. Ngarewa‑Packer says the party is also campaigning on housing, health, education, environmental protection and constitutional transformation.

Opportunity (The Opportunities Party)

Opportunity, formerly The Opportunities Party (TOP), was founded in 2016 by economist Gareth Morgan and has never secured a parliamentary seat. Led by Qiulae Wong, an Auckland businesswoman who took over the leadership in November 2025, the party describes itself as neither left‑ nor right‑wing. Its flagship 2026 policy is a land‑value tax – 1.75 % annually on residential land and 0.5 % on rural land – projected to raise NZ$24 billion a year for broader tax reforms.

With a diverse field of parties and leaders, the upcoming election will likely hinge on the performance of smaller parties in coalition negotiations. Voters are encouraged to review each party’s platform and consider how the proposed policies align with their values and the nation’s future.
