Kansas City Council Approves $120 M Retrofit to Turn Temporary Jail into Permanent Facility

Kansas City officials announced Tuesday that the city will retrofit its temporary modular detention center – the so‑called “World Cup” jail that never opened for the tournament – into a permanent municipal jail. The $120 million renovation will expand capacity from 136 to 220 beds and add a kitchen, laundry, clinic, administrative offices, and intake and release areas.

Budget pressures drive the pivot

The decision follows a recent revelation that the city’s public‑safety sales tax, renewed by voters in 2025, can cover only about one‑quarter of the $402.6 million originally estimated for a new permanent jail and other large safety projects. Councilman Kevin O’Neill warned that the city must live within its budget, likening the situation to buying a $300,000 house instead of a $1 million one.

By converting the modular facility rather than building a brand‑new $201 million jail in the East Bottoms, the city expects to save nearly $100 million. The total spent on municipal detention facilities would rise to $145.8 million, which includes the $25.8 million already invested in the temporary structure.

Staffing and operational steps

The temporary jail received an occupancy certificate in late August, but only for administrative spaces. Council set a January target to begin housing individuals charged with municipal offenses, yet staffing shortages have delayed opening. To address this, council approved a raise in starting pay for correctional officers – from $19.27 to $25.40 for entry‑level staff and from $20.10 to $27.35 for senior officers – with a retroactive effective date of Oct. 18.

The Human Resources Department is also offering retention incentives to compete with five other correctional facilities in the metro area.

Long‑standing need for a city jail

Kansas City has lacked its own jail since 2009, forcing local law‑breakers – such as those charged with trespassing, disorderly conduct, or minor alcohol offenses – to be held in police stations or sent to facilities in Vernon and Johnson counties. Past proposals included sharing a jail with Jackson County, building a new facility near U.S. Highway 40 and I‑70, or locating a temporary jail in the downtown police headquarters. All were set aside in favor of the current retrofit plan.

Impact on other public‑safety projects

Council members also discussed “value‑engineering” two additional projects: a replacement for the 30‑year‑old Central Patrol Division and a new community resource center offering wrap‑around services, crisis support, and re‑entry programs. Both projects carry price tags of $94 million and $89.2 million respectively.

Mayor Quinton Lucas has proposed co‑locating these facilities on the current Central Patrol site to create a “Midtown Justice Campus.” A council resolution passed Thursday will prioritize public‑safety sales‑tax dollars for the jail retrofit first, then the police station and resource center, capping annual debt service for the three projects at $21 million.

Assistant City Manager Tammy Queen noted that the jail retrofit will lower its annual debt service from $17.2 million to $10.2 million, while staff will “sharpen the pencils” on the other projects to stay within budget constraints.
