CHARLESTON, W.Va. — The City of Charleston welcomed Jason Webb as its new police chief during a ceremony Thursday, marking a leadership transition after the retirement of longtime chief Scott Dempsey.
Veteran officer steps into top role
Webb brings more than two decades of experience within the Charleston Police Department. He has served in every major division, from patrol officer to commander of the Mobile Detection and Enforcement Team (MDENT) and SWAT. Prior to his appointment, Webb was promoted to Deputy Chief in February 2024.
His résumé includes stints as a DIVE team member (2008-09), SWAT sniper team member (since 2014), firearms instructor (since 2015) and field training officer/supervisor (since 2008). He has earned recognition as an Officer of the Year nominee for the Criminal Investigative Division in 2012 and twice received the U.S. Attorney Southern District Outstanding Drug Trafficking Cases Award for Excellence in Pursuit of Justice in 2023.
Goals for the department
Speaking at the swearing‑in, Webb outlined three primary objectives: embracing new technologies, adopting modern policing tactics, and strengthening recruitment and retention. “I look forward to honest open communication with the community and I feel like a lot of times that’s lacking,” he said. “A lot of times people expect open and honest communication from us. I would ask for the same thing from the community and a chance to sit down and talk to them.”
Webb’s focus on technology includes exploring data‑driven tools to improve response times and enhance officer safety. Modern tactics will emphasize de‑escalation training and community‑oriented policing, aligning with national best practices while respecting Charleston’s unique character.
Transition from Chief Dempsey
Retiring Chief Scott Dempsey, who led the department for two decades, was honored with a key to the city during the ceremony. Dempsey’s tenure saw significant reductions in violent crime and the expansion of community outreach programs. Webb’s appointment was announced earlier this month, and the smooth handoff reflects the department’s commitment to continuity.
City officials praised Webb’s deep roots in Charleston and his proven leadership record. “Jason has dedicated his career to serving the people of Charleston,” said Mayor Amy Shuler‑Frechette. “His experience and vision will guide our police department toward a safer, more connected future.”
Looking ahead
Webb acknowledged the challenges ahead, including recruiting qualified officers in a competitive market and retaining seasoned personnel. He pledged to work closely with city council, the mayor’s office and community groups to develop incentives and career pathways that honor the sacrifices of law‑enforcement professionals.
The ceremony concluded with a presentation of a ceremonial key to the city for Chief Dempsey and a public salute to the men and women of the Charleston Police Department. Residents are encouraged to attend upcoming town‑hall meetings where Chief Webb will discuss his plans and answer questions directly.
