Fayetteville City Council Reviews $291.9 Million 2027 Budget with Increased Services and Targeted Cuts

Fayetteville city officials met on Monday to examine a proposed $291.9 million budget for fiscal year 2027, a plan that would raise overall city spending by about $18 million compared with the 2026 adopted budget. The increase is intended to address rising personnel costs, capital projects, fuel and water expenses while preserving core services for residents.

According to 4029tv.com, the General Fund would rise to roughly $81.3 million, an increase of about $278,000 over the prior year. Personnel expenses are the primary driver, with an additional $5.1 million slated for city‑wide staff costs and 15 new full‑time positions—including six police officers and six roles in the water and sewer fund. The budget also earmarks nearly $8.8 million for capital improvements, reflecting the city’s commitment to infrastructure upgrades.

Transportation funding is set to grow by 25% to meet higher fuel and operating costs, support on‑demand transit, and add more frequent stops along College Avenue. Water and sewer expenditures would increase by about $4.7 million, citing higher water purchase prices, added personnel and needed infrastructure work. Fuel costs alone are projected to rise by roughly $1.7 million in 2027 after a sharp climb in 2026.

While many line items see growth, the city is also implementing reductions to offset higher costs. Motor‑pool charges would be cut by about $1.6 million, and travel and training expenses would decrease by nearly $292,000. Insurance, election expenses, professional and contract services, and some community‑partner funding would also see modest cuts.

Mayor Molly Rawn addressed confusion surrounding a 15% figure that appeared in early discussions about the Fayetteville Public Library. The mayor explained that the city asked each department to model a 15% cut as a contingency exercise, not as an across‑the‑board reduction. “It is not our intent to cut everybody’s budget by 15%,” Rawn said, adding that the plan prepares the city for a potential financial emergency such as another pandemic.

The library’s actual proposed reduction is 2.8% of its operating budget, or about $272,000, which staff say will not affect operating hours or programming. The city still proposes nearly $1.5 million in operating funding and about $500,000 for capital support for the library. Funding for Community Access Television and the Arkansas Air and Military Museum would each decline by 15%.

City staff also noted a restructuring of how community‑partner funding is presented, moving organizations from a generic “Outside Agencies” line into the specific city departments that manage those relationships.

The budget will return to the city council for an agenda session on Nov. 10, with a final vote scheduled for Nov. 17. Residents are encouraged to review the proposal and attend the meetings to voice their perspectives on the balance of increased services and targeted savings.
