Entergy seeks industrial partners to fund new nuclear plants as Louisiana pushes clean power

Entergy, the utility that runs Louisiana’s two commercial nuclear stations, announced Tuesday that it cannot move forward with new nuclear projects without financial backing from large industrial customers. The company’s spokesperson, Jeremy Hilsabeck, said the utility will seek long‑term power‑purchase agreements so the cost of constructing new reactors does not fall on ordinary ratepayers.

Why nuclear is central to the state’s energy plan

“Nuclear generation is going to be essential to meet the rapid growth we’re seeing through 2050,” Hilsabeck told reporters. He noted that the rapid expansion of electricity demand—driven by energy‑intensive industries and data centers—makes reliable, around‑the‑clock power a priority for Louisiana.

Entergy is evaluating several options, including traditional large‑scale reactors, small modular reactors, and advanced designs that use alternative cooling methods. The utility has signed memorandums of understanding with potential partners to explore these opportunities and is reviewing federal financing programs that could offset construction costs.

Financial realities and past setbacks

The utility cited the Georgia‑Vogtle expansion, which ballooned to roughly $30 billion, as a cautionary example of the financial risk inherent in nuclear construction. “We want something that’s a little bit more cost‑effective,” Hilsabeck said.

Entergy’s caution aligns with the Louisiana Public Service Commission’s recent approval of the Louisiana Advanced Nuclear Exploration program. The commission authorized utilities to spend up to $2 million on preliminary nuclear studies, replacing an earlier proposal that would have imposed a 20‑cent monthly surcharge on customers. While the program does not fund construction, it creates a regulatory pathway for utilities to recover early‑stage expenses through electricity rates.

Industrial customers as the financial backbone

Entergy’s strategy hinges on securing industrial customers willing to enter long‑term contracts that guarantee a steady revenue stream for decades. Data centers, with their high electricity consumption, are highlighted as prime candidates willing to pay a premium for dependable power.

“We don’t want to put it on the backs of traditional ratepayers, so the industrials are going to have to help us make that happen,” Hilsabeck said.

State policy and the governor’s vision

The utility’s approach mirrors Governor Jeff Landry’s Nuclear Strategic Framework, released in March, which identifies advanced reactors—including small modular reactors—as a future source of electricity while acknowledging the financial hurdles of conventional nuclear builds. The framework also seeks to position Louisiana as a hub for nuclear component manufacturing, uranium conversion, and enrichment, potentially generating jobs independent of new power‑plant construction.

Entergy CEO Drew Marsh, speaking during an April earnings call, warned that without additional nuclear capacity the utility will struggle to meet demand through 2050, though he emphasized that construction costs remain a major uncertainty.

What’s next for Louisiana’s nuclear ambitions?

Entergy’s call for industrial partners underscores the broader challenge of financing large‑scale nuclear projects in a competitive energy market. The state’s new exploration program provides a modest funding mechanism for early studies, but the ultimate success of new reactors will depend on securing long‑term industrial commitments and navigating cost‑control measures.

Stakeholders—including utility regulators, industry leaders, and community members—will be watching closely as Entergy and potential partners negotiate agreements that could shape Louisiana’s energy landscape for decades to come.
