Dallas Voters to Decide on $443 Million Public‑Safety Bond for Police Training Facility

Dallas voters will face a critical decision on the November ballot: whether to approve Proposition A, a $443 million bond package aimed at strengthening public safety. The measure would finance a state‑of‑the‑art police training facility at the University of North Texas‑Dallas campus and relocate the city’s 911 call center from Dallas City Hall.

What the bond would fund

The bond package combines two primary projects. First, it would provide the capital needed to complete the Dallas Police training facility, which broke ground at UNT‑Dallas in September. The complex will include classrooms, a modern firearms range near Dallas Executive Airport, and other training amenities. City officials estimate the training complex alone will cost more than $300 million, and the bond would cover the shortfall.

Second, the bond would move the 911 emergency communications center out of City Hall, a step the city manager says will modernize operations and improve response times. Including interest, the total debt burden for the city could rise to about $629 million.

Support from city leaders

Dallas City Manager praised the proposal as “an important step to strengthen public safety by modernizing public‑safety operations.” Councilman Maxie Johnson, speaking at a news conference with representatives from the Dallas Police Association, the Black Police Association and the Black Firefighters Association, echoed that sentiment. “We’re doing everything we can to be accountable and transparent to our community,” Johnson said. “This bond will go toward the training facility and it will get done.”

Opposition and concerns

Critics argue the bond’s language could give the city a “blank check” that might eventually lead to the abandonment of Dallas City Hall. Dallas Police Association President Sean Pease warned that voters need clarity on the bond’s wording, noting, “I cannot support asking voters to approve something if two years down the road it never gets funded.”

City Councilwoman Cara Mendelsohn also raised objections, describing the 911‑center relocation as “the first step in abandoning City Hall.” Her proposal to amend the bond language failed by a narrow 8‑7 vote, and she now leads a group seeking to “bust the bond.” Mendelsohn says an amended bond, drafted by a bond committee, should be placed on the ballot next May to ensure funds are used solely for the police training facilities.

What’s next

Early voting in North Texas begins Monday, October 19, with Election Day scheduled for Tuesday, November 3. Voters will receive a sample ballot that lists Proposition A alongside other local measures.

The outcome will shape Dallas’s public‑safety infrastructure for years to come. If approved, the bond will provide the necessary financing to complete the training complex and upgrade emergency communications, aligning with the city’s goal of a safer, more responsive community.
