Dallas May Voters Face $443 Million Public‑Safety Bond – Mayor Johnson Backs, Councilmember Mendelsohn Calls for Safeguards

Dallas residents will decide on Proposition A, a $443 million public‑safety bond, in the upcoming November 3 election. The measure would fund new police‑academy buildings, a relocated 911 call center, an upgraded emergency operations center, consolidated evidence labs, and the replacement of Fire Station No. 4, which dates back to 1953.

Mayor Eric Johnson’s case for the bond

Mayor Eric Johnson (R) told host Sarah Zubiate‑Bennett that the city enjoys an unprecedented alignment among its leadership – the city manager, police chief, fire chief and most council members – around making public safety the highest priority. “We want Dallas residents to feel like they are in the safest big city in the country, and it takes facilities to do that,” Johnson said. He emphasized that outdated training buildings hinder recruitment and limit first‑responders’ ability to train in realistic environments.

Johnson outlined the specific projects the bond would support. Two new police‑academy facilities are planned: an academic training center at the University of North Texas at Dallas and a separate firearms‑and‑driving instruction site at Dallas Executive Airport. Additional components include moving the 911 call center and emergency operations center to a modern location, consolidating police evidence and crime‑lab operations, and rebuilding Fire Station No. 4.

Addressing concerns about cost, Johnson stressed that Proposition A would not raise the city’s property‑tax rate. He said debt service could be covered within the existing rate or even a lower one, and that the bond’s repayment is projected at about $629.6 million over its life, including interest.

Councilmember Cara Mendelsohn’s call for stronger safeguards

Dallas City Councilmember Cara Mendelsohn (District 12) offered a contrasting perspective. While she agrees Dallas needs better public‑safety facilities, she warned that the bond would give the council broad discretion to reallocate funds with a simple majority vote. “It’s a big lump sum where the council can redirect with just a majority vote what the projects are,” she said.

Mendelsohn cited recent council actions that shifted previously approved bond money to other projects, and noted that her amendment to split academy funding from 911 and emergency‑operations funding failed by an 8‑7 vote. She also raised the city’s overall debt load – $8.6 billion according to Moody’s fiscal 2025 figures – and pointed out that hundreds of millions in previously authorized borrowing have not yet been issued.

Concerned about escalating costs for the new police academy, Mendelsohn argued the city should demonstrate greater financial accountability before seeking additional borrowing. If Proposition A fails, she hopes a smaller, more detailed proposal focused solely on the academy will return to voters in May, with clear spending limits and assurances that unused money cannot be redirected.

What voters need to know

The bond’s total repayment estimate of $629.6 million includes interest, but the city says the debt service can be absorbed without increasing property taxes. Early voting runs October 19–30, and the final decision will be made on November 3.

Both officials agree that Dallas’s public‑safety infrastructure is overdue for upgrades. The debate now centers on whether Proposition A offers the right funding structure and fiscal safeguards to meet those needs responsibly.
