Jackson, WY — Cate Watsabaugh, a lifelong Jackson Valley resident, is campaigning for a second term on the Teton Conservation District (TCD) board. Though she entered public service without prior conservation experience, a friend’s encouragement led her to the ballot in 2022, and she has served concurrently on the START Board for two years.
Why she ran
Watsabaugh says her upbringing in the valley gave her a personal stake in protecting the landscape. “Seeing the valley grow and change in real time had value on a board like that,” she told Buckrail. She describes the TCD board as offering more immediate, tangible work compared with her START duties.
Conservation focus
During her first term, Watsabaugh has come to appreciate the role of conservation easements and protected lands in preserving the ecosystem. A current issue for the district is the proposed expansion of Grand Targhee Resort. She stresses that TCD is not seeking special treatment for the ski area, but rather learning from past expansions to avoid negative impacts.
Funding and programs
Watsabaugh warns that the district’s mill levy is essential for staffing and community programs such as free well‑water testing and wildfire‑risk overviews. Without voter approval of the levy, these services could be jeopardized.
Top priorities
Her platform centers on three priorities: improving water quality, enhancing wildfire preparedness and mitigation, and strengthening local food systems. She believes a resilient regional food network can help buffer against national food‑insecurity challenges.
Election details
Watsabaugh is one of three open seats on the TCD board. She will face incumbents David Adams and Bob Lucas, as well as newcomer Lee Bauknight. Early voting is now open, and the election is scheduled for Nov. 3.
Watsabaugh remains optimistic about the valley’s future, noting that “the valley hasn’t changed in some ways,” and looks forward to continuing her work on the board.
