Caddo Parish commissioners unanimously approve Blanchard annexation of Linda Lane parcel

In a unanimous vote Thursday, Caddo Parish commissioners gave their consent for the Town of Blanchard to annex a parcel of land at 4238 Linda Lane and a short stretch of the road’s right‑of‑way. The resolution, identified as Resolution 56 of 2026, lists the property owner as Clint Hutchinson.

Mayor explains the need for a road connection

Blanchard Mayor Jim Galambos told The Center Square that an earlier annexation of land for an RV park created the opportunity for Hutchinson’s request. Because the parcel sits outside the town’s current limits, the annexation rules required a contiguous link to existing town boundaries. Galambos said the town therefore needed to annex a narrow strip of Linda Lane to connect the new property to Blanchard.

In his written request to the parish, Galambos did not specify a proposed development on the newly annexed land, nor did he mention any expansion of the existing RV park.

Commissioners seek clarification

During the meeting, Commissioner Chris Krackman asked whether a representative from Blanchard or the property owner was present to explain the request. Neither party attended, leaving the commissioners without a clear answer.

“It’s basically a street and then one piece of property, and I was curious about the reasoning behind this or what the project was,” Krackman said. He noted that the parcel lies a few hundred feet outside his own district and questioned why the annexation involved only a single lot within a subdivision.

Parish public works perspective

Caddo Parish Public Works Director Tim Weaver confirmed that the original request sought to annex only the property itself. The parish required the additional road segment to ensure the annexation would be contiguous with Blanchard’s limits.

“They were trying just to annex that one piece of property,” Weaver said, adding that the parish maintains roads both inside and outside the town’s boundaries.

Unanswered questions about an RV park

Commissioner Krackman raised the possibility that the annexation might be tied to an existing RV park. He recalled a recent annexation of a parcel at the end of Linda Lane that now serves as an RV park within the subdivision.

“I know that there’s the one piece of property at the end of Linda Lane that was annexed last, and it’s now a, you know, an RV park at the end of that subdivision. I’m wondering if that’s an expansion of that,” he said. No one at the meeting confirmed whether an RV park expansion was planned.

Previous annexation actions

Mayor Galambos’s September 10 letter to Director Weaver amended an earlier request dated June 3, seeking parish consent for the road segment. The town had previously received a petition from Hutchinson to annex the property into Blanchard’s limits.

Earlier in the year, the commission approved a separate annexation request on February 5 (Resolution 11 of 2026) that allowed the parish to annex a portion of Pine Hill Road to connect property owned by KDDT LLC. That measure also passed unanimously among the commissioners present.

What comes next?

With the parish’s consent secured, the annexation will move forward under Blanchard’s jurisdiction. The town will now determine the specific use of the newly incorporated land, a decision that remains pending public disclosure.
