Friendswood Evaluates Urgent Drainage Projects Amid Flooding Concerns

In response to ongoing flooding concerns, Friendswood is taking significant steps to improve its drainage infrastructure. A recent study conducted by Halff Associates, a consulting firm, has identified five priority projects out of 53 initial concepts aimed at reducing flooding in the area. These projects focus on enhancing storm sewer systems and expanding ponds to mitigate flood risks.

Top Priority Projects

The five projects highlighted as top priorities include roadside ditch improvements at North Clear Creek Drive and Leisure Lane, storm sewer enhancements in the Whitehall neighborhood, comprehensive storm sewer improvements north of FM 528, expansion of the Annalea pond, and storm sewer improvements near West Edgewood Drive and Sunset Drive. These projects were selected based on their potential to significantly reduce flooding of structures and roadways.

Widespread Roadway Flooding

While structural flooding is primarily concentrated near channels, the study revealed that roadway flooding is more widespread throughout Friendswood. The risk assessment identified 35 distinct problem areas, with ‘Tail Water Driven’ flooding being the most common issue in 13 areas, followed by undersized storm sewers and riverine flooding in seven areas each.

Community and Financial Considerations

Jason Becker, water resources team leader at Halff Associates, emphasized the importance of strategic investment, stating, “It’s important to remember that these projects are not going to get rid of all the flood risk. Just because you’re not in one of these problem areas doesn’t mean you don’t have any flood risk, but we are trying to figure out where those concentrated areas are, so that every dollar that’s invested gives the biggest return on investment.”

The city plans to hold a workshop with Halff Associates to review the data further and conduct a cost-benefit analysis for the recommended projects. Additionally, Friendswood is considering a $50.9 million bond proposal for November, with $20.34 million allocated specifically for drainage improvements.
