A federal grand jury in the U.S. District Court for the District of North Dakota returned an indictment on Oct. 8 that outlines a alleged commercial sex operation centered in the Fargo‑West Fargo area. The indictment accuses Wanting Qiu, who also uses the aliases “Gina” and “Suzi,” of recruiting women, arranging customer meetings in local hotels, and moving the money through a web of bank, retirement and investment accounts.
Key charges and alleged timeline
Qiu faces nine counts, including conspiracy to commit racketeering, money‑laundering conspiracy, and several related offenses. According to the indictment, the conspiracy operated from roughly June 2023 through the filing date, with the money‑laundering scheme beginning in about January 2024.
The document states that Qiu moved to North Dakota in 2023 to establish the operation, running it out of hotels in both Fargo and West Fargo. Women allegedly traveled to the state to provide sexual services for cash. The indictment claims the group advertised the women’s services online and that Qiu texted existing customers when a new woman arrived, allowing her to avoid paying commissions to other facilitators.
Financial scheme
Prosecutors allege that customers paid through payment apps, and that Qiu instructed trusted customers to deposit large cash sums into their own bank accounts. Those customers then wrote checks or obtained cashier’s checks payable to Qiu for the same or nearly the same amounts. The indictment says Qiu deposited the proceeds into multiple bank accounts and shuffled the funds among bank and retirement accounts at different institutions to conceal their source.
Further, the indictment alleges that Qiu, along with co‑defendant Ronn Dean Iverson and others, used accounts at eleven financial institutions, moved money into a health‑savings account and investment accounts at three firms, and used the proceeds to purchase real property. The forfeiture notice lists ten financial accounts and two properties—one in West Fargo and one in Fargo—that the government would seek to seize if Qiu is convicted.
Co‑defendants
Ronn Dean Iverson is charged with conspiracy to use interstate and foreign facilities in aid of racketeering and with money‑laundering conspiracy. The indictment says Iverson rented a hotel room from Jan. 30 through Apr. 24, 2026, made cash deposits he claimed were proceeds of the operation, opened a bank account on Apr. 27, and deposited $6,000 in cash on May 1, which was then used to pay for hotel rooms. Iverson is already in state custody on a separate sexual‑offender registration case, with an estimated release date of Dec. 19.
William Clyde Satrang is charged only with the conspiracy count. The indictment notes that he rented hotel rooms at three locations between May 31 and Aug. 31, 2026. No additional specific acts are detailed for him.
Legal status
Qiu remains detained pending trial, after a federal judge ordered her custody based on evidence that she moved money among 24 bank accounts she controlled. The indictment does not charge her with an immigration offense, though it notes she entered the United States on a visitor visa in July 2022 and has remained in the country since.
All charges are allegations in an indictment and have not been proven in court. The defendants are presumed innocent unless and until a jury finds them guilty.
