McKinney ISD Voters Reject All Five Funding Proposals on Nov. 3 Ballot

On November 3, voters in McKinney Independent School District rejected every one of the five funding measures placed on the ballot. The defeats include a $500 million bond package and a separate voter‑approval tax‑rate election that would have generated about $4.1 million in annual revenue.

Election Results by Proposition

Proposition A – Tax‑Rate Election: 34,553 votes (59.71%) opposed the measure. Had it passed, the district expected roughly $4.1 million each year after recapture, earmarked for teacher and staff compensation, transportation, classroom programs, student support services and campus staffing.

Proposition B – $430.95 million Bond: 33,240 votes (56.90%) rejected the largest bond proposal. The bond would have funded renovations, safety upgrades, two new elementary schools, a shared Career and Technical Education (CTE) facility with Collin College, and new buses.

Proposition C – $62 million Bond: 34,804 votes (59.93%) opposed funding for instructional technology and network equipment.

Proposition D – $4.5 million Bond: 36,972 votes (63.57%) voted against repairs to the district’s existing training pool.

Proposition E – $2.55 million Bond: 40,351 votes (69.42%) rejected the proposal to replace turf and track at district stadiums.

What the Bond Package Would Have Covered

The bond measures focused on aging school infrastructure. Planned projects included roof, HVAC, plumbing and electrical replacements, as well as upgrades to emergency communications and campus security systems. Proposition B also featured a shared CTE facility with Collin College, an arrangement projected to save taxpayers about $350 million over a 50‑year period.

District officials estimated that financing these projects through bond proceeds rather than the operating budget could preserve more than $28 million each year for teacher salaries, classroom programs and other operations.

Background on the Funding Request

McKinney ISD entered the election after confronting a $23 million deficit in the 2024‑25 school year. The district responded with staffing reductions, departmental budget cuts and hiring limits, bringing the shortfall down to roughly $6 million. Superintendent Shawn Pratt noted that the district had already taken significant cost‑saving steps before asking voters for additional support.

“McKinney ISD has spent the last two years reducing our budget and finding ways to save money before going to the voters,” Pratt said. “We have reduced expenses, repurposed facilities to save $3 million annually and made difficult staffing and budget decisions. This election gives our community the ability to consider proposals that will maintain competitive teacher salaries and fund student programs, upgrade existing facilities and build new schools.”

Wider County Context

McKinney ISD was not the only local entity to see funding proposals rejected. Collin County voters also turned down an $817.5 million county bond package and a separate $600 million Collin College bond proposition. The county bond would have supported public safety, transportation, parks and election‑infrastructure projects from fiscal year 2027 through 2032. Collin College’s proposal, part of its Destination 2030 facilities plan, sought to fund campus expansions and workforce‑training facilities.

In nearby Plano, voters rejected Proposition A, a measure that would have helped fund the proposed $3 billion Dallas Stars arena and entertainment district at The Shops at Willow Bend, with 54.78% voting against it.

Looking Ahead

With all five McKinney ISD proposals defeated, district leaders will need to explore alternative financing options to address facility repairs, technology upgrades and staffing needs. The outcomes also signal a broader voter reluctance in Collin County to approve large‑scale bond initiatives at this time.
