Kansas City families warn proposed Head Start rule changes could hurt classrooms

Kansas City parents and nonprofit providers are sounding the alarm over a federal proposal that could reshape the Head Start program that has served local families for more than six decades. The Administration for Children and Families released a 75‑page Notice of Proposed Rulemaking titled “Reducing Federal Burden for Head Start Programs,” and critics say the changes would undermine safety, language support and funding for the community.

Federal officials tout streamlined rules

U.S. Department of Health and Human Services Secretary Robert F. Kennedy, Jr. praised the draft, saying the agency is “removing unnecessary bureaucracy, strengthening nutrition and physical health, trusting parents and local communities, and opening Head Start to hundreds of thousands more children.” The administration argues that consolidating more than 1,400 detailed regulations into a single framework will make the program more efficient.

Local families fear larger classrooms

For Kansas City families like Yazmin Campos Martinez, the program is more than childcare—it is a cornerstone of early development. “It’s not just childcare; it’s more than that,” Campos Martinez said. “Head Start has given me the opportunity to help make sure that they’re developmentally on track.”

One of the proposed changes would eliminate federal limits on class size and the number of children each adult may supervise. “Children that are this age need more one‑on‑one attention,” Campos Martinez warned. El Centro’s assistant director Maryely Cadena‑Zarate added, “It makes the classrooms a little bit less safe.”

Dual‑language instruction at risk

The draft also mandates that programs prioritize English instruction for children whose native language is not English. El Centro, a local nonprofit that provides bilingual early‑education services, says the dual‑language component is central to its mission. “If a child’s native language is not English, and the child does not speak English, a program must prioritize teaching English to the child,” the proposal reads. President and CEO Erica Andrade called the change “core to what we do” and warned it would “greatly affect our programs.”

Funding cuts could strain services

Another significant shift would reduce the allowable share of a program’s budget for administrative costs from 15 percent to just 5 percent. John Fierro, president and CEO of Mattie Rhodes, described the potential impact: “We would have to sit down and determine what level of funds we have available to continue, what could we offer in terms of supportive services, how many children we could adequately serve, and the number of staff that we could maintain.” He added, “If we reduce Head Start, which is a free program, that just forces families to find alternative care at a cost, making early education a lot more difficult for families.”

Public comment period closed

The public comment window closed on October 6, 2026. The Administration for Children and Families reported receiving thousands of comments and said it is reviewing each one before deciding whether to finalize or revise the rule.

Local optimism persists

Despite the concerns, leaders like Erica Andrade remain hopeful. “Hope is one of the last things that will ever leave us in our community,” she said, emphasizing the resilience of Kansas City families and service providers.

As the federal rulemaking process moves forward, Kansas City parents and early‑education advocates plan to continue voicing their concerns, urging policymakers to consider the real‑world impact on classrooms, bilingual instruction and the families that rely on Head Start.
