Eugene teachers urge return to student‑centered learning to boost school enrollment

In a recent letter to the editor of Lookout Eugene‑Springfield, longtime educator Mikell Harshbarger warned that declining enrollment in Eugene’s public schools is not inevitable. Drawing on personal experience that spans from the 1990s to today, Harshbarger contends that the root cause lies not in demographic shifts alone, but in the move away from student‑centered learning toward a test‑driven, administrator‑focused model.

The loss of student‑centered instruction

Harshbarger recalls a time when teachers enjoyed the autonomy to design lessons that sparked curiosity while still meeting state standards. “Motivating students to be actively engaged in their learning was paramount,” the teacher wrote. That approach, she says, changed dramatically after the passage of No Child Left Behind in 2001, which placed standardized reading and math scores at the top of district priorities.

Under the new regime, “the mindset in education became administrator‑centered,” Harshbarger explains. Curriculum not tied to test content—particularly art, civics, and science—was reduced or eliminated. As a result, students’ interests were sidelined, leading to disengagement, increased behavior problems, and a classroom environment focused on test preparation rather than genuine learning.

Consequences for teachers and families

The shift has taken a toll on educators. Harshbarger notes that many talented, hard‑working teachers have retired early or left the profession altogether, herself included. “Teachers became fed up with this shift,” she writes, describing a wave of early retirements and resignations that have left schools short‑staffed and morale low.

Families, too, have felt the impact. With the rise of online and alternative schools following the COVID‑19 pandemic, parents now have viable options beyond their neighborhood schools. “Now that families have options, they are increasingly opting out of public schools, because they are fed up, too,” Harshbarger says.

A call for a return to well‑rounded education

Harshbarger urges school leaders in the 4J, Bethel, and Springfield districts to restore a student‑centered approach. She argues that doing so would not only re‑engage students but also help reverse enrollment declines, even as birth rates fall.

Key recommendations include:

  • Re‑introducing robust art, civics, and science programs that nurture curiosity and critical thinking.
  • Conducting exit interviews with disaffected staff, students, and parents to identify specific pain points.
  • Providing teachers with greater instructional autonomy while still meeting state standards.
  • Emphasizing a well‑rounded education that prepares students for life, not just test scores.

Harshbarger’s perspective aligns with the broader community desire for schools that honor parental rights, support traditional family values, and respect the role of faith and character development in education.

Why this matters for Eugene

Eugene’s public schools have seen enrollment numbers dip in recent years, a trend that threatens funding and the breadth of programs offered. By shifting the focus back to student‑centered learning, the districts can create an environment where families feel confident keeping their children in local schools, thereby strengthening the community fabric.

As the letter concludes, “School needs to be more than test prep.” Harshbarger’s appeal is a reminder that education policy should serve the whole child, support families, and uphold the liberty of parents to choose an educational path that aligns with their values.
