Pearland City Council appoints members to key regional boards for 2027 term

Pearland City Council met on Oct. 26 to finalize the city’s representation on the Houston‑Galveston Area Council (H‑GAC). After a brief debate over whether Mayor Quentin Wiltz should serve as Pearland’s primary representative, council members voted unanimously to approve a slate of council members and the city manager for the regional body’s various boards.

Background and process

When former Mayor Kevin Cole’s term ended in May, his primary seats on three H‑GAC boards became vacant. H‑GAC bylaws allow the city either to let the named alternates serve in the primary member’s absence and name new alternates, or to confirm a new slate for the remainder of the unexpired term. Historically, Pearland mayors have held the primary representative seats for more than two decades, a precedent Mayor Wiltz cited during the discussion.

In June, council postponed the appointments until October to align with H‑GAC’s operating year. At the Oct. 26 meeting, council members considered the qualifications of the proposed appointees and the timing of the appointments.

Approved appointments

  • H‑GAC General Assembly, Position 1: Council member Clint Byrom (alternate: Council member Joseph Koza)
  • H‑GAC General Assembly, Position 2: Council member Rick Fernandez (alternate: Council member Mona Chavarria)
  • H‑GAC Board of Directors: Council member Clint Byrom (alternate: Council member Rick Fernandez)
  • Transportation Policy Council: City Manager Trent Epperson (alternate: Director of Engineering and Public Works Lorenzo Wingate)

Discussion among council members

Mayor Wiltz defended his qualifications, noting more than 20 years of professional experience and his regular attendance at H‑GAC and Transportation Policy Council meetings. He said, “As practice does not eliminate council’s responsibility to make the decision, it does deserve a clear explanation when council chooses to depart from said practices. If experience remains a concern, I ask that council identify the specific competencies being evaluated and apply those criteria consistently.”

Council member Tommy Echols raised a practical concern, asking whether the mayor could balance the additional responsibilities with his duties as mayor. Echols referenced missed events, while Council member Mona Chavarria pointed out that she had delivered ten proclamations on the mayor’s behalf, emphasizing the collaborative nature of the city’s leadership. “This is a business decision,” Chavarria said.

Council member Clint Byrom compared Wiltz’s experience to that of former mayors Kevin Cole and Tom Reid, noting that both had extensive municipal experience before becoming mayor, including service on the City Council and participation in regional boards. Byrom added, “It would go a long way for you to spend the first year getting used to being mayor … before adding additional layers. I just don’t think now is the right time.”

Next steps

The approved appointments will take effect in January 2027, with terms running through the end of that year. City documents show the new slate will provide Pearland with consistent representation on H‑GAC’s decision‑making bodies, ensuring the city’s voice is heard on regional transportation, infrastructure and growth issues.

By confirming council members and the city manager to these regional positions, Pearland positions itself to influence policy that affects daily life for residents— from road improvements to public‑works projects—while maintaining continuity with a long‑standing tradition of local leadership on the H‑GAC board.
