Mayor Bibb defends public schools as CMSD consolidates and evaluates charter options

Cleveland Mayor Justin Bibb, who serves as the chief executive of the Cleveland Metropolitan School District (CMSD), has offered limited public comment on the future of charter schools as the district consolidates schools to address a shrinking student population and budget pressures.

Mayor’s stance on charter operators

Bibb has consistently opposed for‑profit charter operators, labeling them “reckless” and “failing” during a November 2025 meeting on school closures. He emphasized that the district’s goal is to make CMSD the “best damn school district” so families choose public schools over low‑performing charters.

While the mayor’s office has not directly addressed the role of the education nonprofit Future Ready Cleveland, Communications Director Sarah Johnson confirmed that Bibb’s overall view of charters remains unchanged from a 2022 interview. He remains open to nonprofit charter networks such as Breakthrough Public Schools, which already operate under CMSD sponsorship.

Charter involvement and community concerns

Future Ready Cleveland, founded by former mayoral adviser Holly Trifiro, has received informal assistance from Browns owners Dee and Jimmy Haslam, though the Haslams have not provided direct funding. Trifiro told Signal Cleveland that her organization seeks to expand high‑quality educational options—public, charter, or private—without taking sides in the school‑type debate.

City Council member Michael Polensek warned last November that closing schools could push more students into charter schools and destabilize neighborhoods. In response, Bibb said the city has a “game plan” to repurpose closed school buildings for broader neighborhood development, rather than handing them to “reckless charters” that cannot be held accountable.

Budget actions and public‑school support

The mayor backed the 2024 school levy that helped close a budget gap, and he personally funded a television ad promoting the district’s consolidation plan, spending $113,000 of his campaign resources. Cleveland Teachers Union President Errol Savage praised Bibb for supporting public schools, noting that the mayor now recognizes the district as the “bedrock of this city’s greatness.”

CMSD’s board has not responded to requests for comment, and a public‑records request for emails discussing Future Ready and related charter topics remains unanswered.

Legal and policy context

Under Ohio law, charter schools must be organized as nonprofits, but many are operated by for‑profit managers. Bibb has called for tougher state‑level charter accountability to curb for‑profit operators that he says prey on Black and brown families. He highlighted that nonprofit charters like Breakthrough have long been part of the district’s “Cleveland Plan” and will continue to receive sponsorship as long as they meet accountability standards.

CMSD is required by state law to offer unused school buildings to charter operators after a one‑year vacancy period. The mayor reiterated his preference to use those sites for broader community development rather than handing them to charter groups that lack sufficient oversight.

Looking ahead

As CMSD continues to consolidate schools, the mayor’s office will monitor enrollment trends and work with community stakeholders to ensure that any charter partnerships align with the district’s mission to provide high‑quality education for all Cleveland families. The administration’s focus remains on strengthening public schools while maintaining rigorous standards for any nonprofit charter collaborations.
