Madison City Council votes to terminate interim police monitor amid budget dispute

Madison, Wis. – The Madison Common Council voted 14-6 in the early morning hours of Oct. 21 to end the tenure of interim independent police monitor Aeiramique Glass. Glass, who served for 11 months, spoke with WMTV for the first time since her dismissal.

Reasons behind the termination

Glass told the station she was not surprised by the vote. She accused Mayor Satya Rhodes‑Conway and City Attorney Chris McCarthy of running a smear campaign and overstepping authority in an employment review that, she says, took several points out of context.

According to Glass, the hiring of a permanent monitor was delayed only a few weeks due to staffing shortages, budget constraints, and the tragic death of Corey Ruiz, a Madison police officer whose death required her office to shift resources to community‑engagement meetings.

She also alleges the mayor opposed her pushback on a proposed 2% budget reduction for the monitor’s office, claiming the mayor “weaponized” the budget to force her out. Glass maintains there was no statutory deadline for her response; the deadline cited in the attorney’s review was merely seven days after Ruiz’s death.

Glass’s record and future plans

During her tenure, Glass says the independent police monitor’s office, which has existed for six years, closed its first case and established a case‑management system. When she arrived, the office faced a backlog of 18 cases; she reports that number has since grown to nearly 80 pending cases.

“My hope is that those cases are reviewed by someone who understands the ordinance that created this office,” Glass said. She expressed a desire for the office to become fully independent of city structures and political influences.

Glass is consulting attorneys and intends to challenge the council’s decision, stating she believes the vote was illegal and outside the council’s authority.

Body‑camera initiative

Glass highlighted her long‑standing advocacy for body cameras on Madison police officers, a push that began in December of last year, well before Officer Ruiz’s death. She noted complaints of officers muting cameras and altering charges, urging a strengthening of the current policy.

The City of Madison plans to equip officers with body cameras by the end of 2027, funded in part by a $350,000 grant from the Madison Community Foundation and a matching federal grant through the Department of Justice. Mayor Rhodes‑Conway said half of the capital costs will be covered by the city.

Mayor’s upcoming election decision

Mayor Rhodes‑Conway announced on Oct. 23 that she will not seek re‑election, a reversal from her July announcement that she would run for a third term.

The council’s decision to fire Glass and the ongoing debate over independent oversight underscore the challenges Madison faces in balancing public‑safety transparency with fiscal stewardship.
