Washington’s New Income Tax Threatens Jobs and Growth

Washington’s long‑standing advantage of no personal income tax is now under threat. Senate Bill 6346 would expand the limited capital‑gains tax adopted in 2022 into a full‑scale personal income tax, a move critics say will undermine the state’s economic vitality.

Potential revenue versus economic cost

The state’s Office of Financial Management acknowledges that even with the projected $3 billion in additional revenue, Washington’s budget will remain tight and will not fund new programs. The agency’s own forecasts suggest the new tax will merely sustain existing services.

Independent analysis from The Buckeye Institute’s STELA model paints a stark picture. By 2028, the tax could generate about $2.6 billion in revenue, but it would also reduce Washington’s gross domestic product by roughly $4.9 billion, shave $3.1 billion off private investment and eliminate an estimated 7,800 jobs. Looking ahead to 2036, the model predicts $3.3 billion more in annual revenue, yet a loss of $8.3 billion in GDP and nearly 19,000 jobs.

High‑income earners already leaving

Recent data show a net loss of nearly 15,000 high‑earning taxpayers from 2021 through 2023, taking more than $3 billion in associated income with them. A 2026 employer survey found that one in four businesses is considering relocation, with 72 percent citing the overall tax burden as a top challenge.

Because the proposed tax would fall heavily on technology professionals, entrepreneurs and business owners—people who are among the most geographically mobile in today’s economy—there is a real risk that they will move to states that continue to offer a no‑tax environment.

Calls for fiscal restraint

Critics argue that the state’s fiscal woes stem more from unchecked public spending than from a lack of revenue. They urge lawmakers to rein in expenditures before turning to new taxes that could drive away the very talent and investment that fuel growth.

Washington’s competitive edge was built on a policy that attracted giants like Amazon, Boeing and Starbucks. Preserving that advantage means focusing on responsible budgeting rather than expanding the tax base.

What’s at stake for families and businesses

Beyond the macro‑economic figures, the tax could affect everyday Washington families and local enterprises. Reduced private investment may limit new job creation, slow wage growth and diminish opportunities for small business owners.

Stakeholders from the Washington Policy Center and The Buckeye Institute stress that a balanced approach—controlling spending while maintaining the state’s no‑income‑tax legacy—offers the best path to long‑term prosperity.
