Detroit School Board Proposes Restoring Libraries to 89 District Schools

Detroit families and educators may soon see school libraries return to classrooms after years of closures. During a board study session on Oct. 21, Superintendent Nikolai Vitti outlined a proposal that would allocate $8.7 million in one‑time funding to establish a district‑wide library system in 89 schools.

Funding and scope of the plan

The district expects roughly $258.5 million in upcoming funding for a broad slate of upgrades. Of that, $8.7 million would cover the purchase of up to 4,000 books per school, new furniture, displays, an initial staffing budget, and a modern cataloging system. Vitti said the one‑time outlay would be followed by about $5 million in annual operating costs to staff the libraries for three periods each day.

Why libraries matter to Detroit students

Teachers have long warned that many former library spaces sit dormant or have been repurposed, leaving students without dedicated places to read, research, or receive academic support during the school day. Restoring libraries is seen as a critical step toward improving literacy proficiency, a goal echoed by parents, community members, and state lawmakers who have introduced bills to place libraries in nearly every Michigan public school.

Michigan’s public‑school library media center rate lagged the national average in 2020‑21, with only 74.6 % of schools having a dedicated center compared with 87.6 % nationwide. Detroit’s own district had just two certified librarians in 2020 and currently lacks a district‑wide cataloging system.

Implementation timeline and next steps

If the board approves the proposal in the coming months, Vitti said the libraries could be partially open by fall 2027, with after‑school hours also available. He added that a long‑term goal is to create a pathway for teachers to become certified school librarians, a process that could be phased in over time.

To staff the libraries initially, the district may negotiate with the teachers union to allow academic interventionists to run the spaces during part of their workday. The board, chaired by LaTrice McClendon, has not yet voted on the one‑time funding request but is expected to decide at a November or December meeting. McClendon called the effort “historic,” emphasizing its significance for the community.

Broader district upgrades

The library proposal is part of a larger $251 million plan that includes building improvements and other projects long advocated by parents and staff. The district will retain $100 million in rainy‑day funds and has redirected some earlier plans—such as early‑learning centers and a renovation of the Vetal building—based on updated needs and funding from Governor Gretchen Whitmer’s pre‑K initiative.

Detroit’s school board will continue to weigh these investments alongside other priorities, aiming to provide safe, modern learning environments that support both academic achievement and family values.
