Frisco Independent School District (FISD) presented its legislative agenda for the upcoming 90th Texas Legislative Session during the board of trustees’ meeting on Oct. 19. The district’s Legislative Leadership Committee, comprising more than 100 community members who have met seven times since September 2025, identified four priority areas: assessment and accountability, school finance, and a district of innovation, according to Community Impact.
Director of Government Affairs and Community Engagement Megan DeWolfe explained that the committee’s focus is to ensure consistent funding for staff retention. Currently, the support‑staff retention allotment is calculated at $45 per student, while the teacher retention allotment is based on the number of teachers employed. DeWolfe said the committee believes basing the support‑staff allotment on the number of employees rather than student enrollment would spread funds more evenly across the workforce.
Chief Finance and Strategy Officer Kimberly Smith echoed this rationale, noting that enrollment declines can reduce the per‑student allotment each year. “If you’re declining in enrollment, that allotment is going to go down every year,” Smith said. “If it was based on the number of employees, at least it would keep that allotment stable for the raise that was provided.”
The board will consult the Legislative Leadership Committee again before district officials formally adopt the priorities in November. The proposed changes aim to safeguard raises for support staff and maintain the district’s ability to attract and retain quality educators, a concern shared by many Frisco families.
FISD’s emphasis on assessment and accountability reflects a broader state‑wide effort to ensure student performance metrics remain transparent and actionable. The innovation component seeks to position the district as a leader in adopting new educational technologies and instructional models, aligning with community expectations for cutting‑edge learning environments.
What’s next: The 90th Texas Legislative Session convenes at noon on Jan. 12, 2027, at the Texas State Capitol in Austin. Frisco ISD officials plan to present their priorities to state lawmakers during the session, hoping to secure the necessary support for the district’s funding formulas and innovation initiatives.
